I Find this quite amazing. First of all, being a developer, I know that this is a wordpress site. In a nutshell, it is a free CMS that allows anybody to create their own website in a few hours.
The theme that was used for this website can be found here:

This indicates that almost no development or design went into this site.
If you scroll down to the bottom of the site, you will see a “powered by” link. Funnily enough the company who made this “website” does not have one of their own. Chuckle chuckle chuckle…
The disclaimer does not load… Oh wait, it just took 6 minutes to load some text. Wonderful.
Thank you tax payers for paying R140 million for a site that could’ve cost you R5000 max.
