The perfect scam

     During November 2012 I went to pay a municipal account. During the 4 years I have occupied the house I have never received an official account. I just produce a piece of paper with the owner,  street, suburb and address. The info is entered into the computer and an account comes out other side.  I take it to the payment kiosk and pay it  My average consumption plus sewerage, erf, dustbin and other charges amounts to R800 per month. In this case it was R1384.     An examination indicated that the water and electricity readings had been entered and doubled up.shortly after that the meter reader arrives and takes readings. The power and water had been shut down by myself because We have  water theft here. Just before I left I switched the refrigerator on again or my beer could overheat. On my return after Christmas I switched the water mains on again. A few days later I went to the municipality again and requested the account for December. To my shock it was only R238. Asking around by other municipal consumers proved that very many had the same problem. I referred to my rocket scientist book and after much complaining it was discovered that the additional payments are made and  are paid into a collective municipal bank account where it draws interest and into the next payment term it is released. and deducted from the  consumers accounts. This is a beautiful scheme for municipalities that are bankrupt and can now pay those promised bonuses..  During a month in 2011 I received an account for R12 and I was requested to pay it in at the end of the month.
