In any normal kind of business that is synonymous to being logistically and administratively managed a defined, logical program for promotions within is catered for, in order to motivate staff and also ensure that the business is being conducted by people who are not only efficient, effective and loyal, but that those whom are promoted can add value to the business with the already experience that they have gathered in the time of working for the business.
When promotions are considered in the ambit of a business the normal process would encompass (include, cover, take in) the experience that the person has gained and then to be considered to be promoted to the next step in his career. A hypothetical example would be that an assistant accountant would be logically promoted to an accountant, and then maybe a senior accountant and ultimately Assistant Financial Manager, and the Financial Manager.
This by implication means that normal procedural promotions policy should be relevant and that an Assistant Accountant cannot be promoted to the position of Financial Manager, as he has never been exposed to what is required of him to do in his new position, and him/she not being able to lead by example in that all those subordinates below him would actually have experience in matters that he/she has never been exposed to.
Yet in the Department of Correctional Services, many an employee, are suddenly promoted from being a Correctional Officer Grade 3 into a position of Deputy Director, without having followed the logical promotional positions that would have lead to the ultimate appointment to the position of Deputy Director.This anomaly being present in many a situation in the Department in that the Department has no promotional policy in place which would clarify and define the employees who qualify for promotion to follow the logical steps in the hierarchy of the department - Correctional Officer Grade 3, then Grade 2, then Grade 1, Senior Correctional Officer, Assistant Director, Deputy Director and then ultimately Director on the road to their individual promotions and positions in the Department.
Of present people are being promoted to positions for which they have absolutely no experience and one needs to wonder what the criteria was to have promoted the person to the said position? Has personal interest played a roll, is nepotism, factionalism, cronyism, etc. present and considered as more appropriate than proficiency and being productive in the position, being able to perform at maxim levels?
This kind of unorthodox ‘promotions’ raises major concern amongst the employees of the department and demotivate many of them to perform at maximum levels, as productivity, efficiency, effectiveness is not the criteria to be promoted, but rather based on your ‘performance in bed’ as it is currently considered to be the safe route to being appointed to those senior positions without having to follow the logical process.An urgent investigation into the current status quo is not only overdue, but is urgently required.
