The ANC have been governing for nigh on 18 years now.
Arguably, their biggest failure is the current sad state of the municipalities, highlighted by the lack of service delivery and financial status.
The councils are owed billions by ratepayers,,,I mean rate non payers.
Hindsight is an exact science, but wouldn't it have been better for the ANC to have a bit more foresight while still achieving the transformation objectives?
Rather than filling the ranks with often illiterate and under qualified people, the then serving experienced officials should have had BEE understudies.
I.e., BEE only candidates as new recruits, then let normal attrition take it's course.
Now, 18 years on, those selfsame officials would have retired and the current serving people would have had more experience.
Where in the world, other than South Africa, would one find a municipality where there are genuinely illiterate officials?
I was told that in one metro, the lady that was serving tea, is now in charge of the sewerage works.
