Traffic Lights (Robots) in Johannesburg

I moved up to Johannesburg last year June, and whilst I was full aware of the traffic situation, I get the feeling that this could easily be made better by the traffic lights being in better sync.

I was prepared for the traffic I had moved to, going from at longest 15 minute drives(we have it easy in Durban) to expecting the 45 minute to 1 hour drive... but I really get the feeling that if the traffic lights were timed better then a lot of the traffic would be alleviated.

For example, driving at night along a main road (say William Nichol for example) and the light changes for a smaller road to get a green - but there are no cars waiting on the smaller road. Surely there should be sensors for times after work.

My worst however, is the Katherine Street and West Street intersection... as I drive through this everyday! I'm sure that if that robot and the Katherine and Pretoria Street robot were better synced, then this would help move traffic. Not to mention the arrow situation on this corner!
Please could someone with some traffic light/roadworks know how provide some insight into this... surely saving people time would help improve the economy, and so on. Although not so sure the government is interested in this...ANC... that's for another time.
