As the time approaches for the ‘final final’ deadline before the implementation of the e-tolls in Gauteng, one burning question occurs, given the constant use of the ‘user pays’ principle. Our Minister of Finance, Mr Pravin Gordhan, has said, many times, that the aforementioned principle is sacrosanct.
