EU outlines 'road map' for help

Brussels - The European Commission on Tuesday set out a "road map" for resuming aid to Togo, saying more than €50m in assistance could be available for the West African nation if it made progress towards democracy and organised, fair parliamentary elections.
Officials said that while the funds would only be made available after the polls, the EU could start planning new aid activities as soon as a date for transparent and democratic parliamentary elections has been set and all electoral arrangements were in place.
A delay in agreeing the election date, however, could mean that EU aid is reduced by 20% next year.
The EU suspended aid to Togo in 1993 and extended the ban in December 1998 following the holding of undemocratic presidential elections.
Talks on resuming aid began in April 2004, with EU diplomats hoping to promote democracy, respect of human rights and fundamental liberties in the country.
The Commission plan requires the approval of the 25 EU members.
