Rice: No excuse for delay

Washington - US Secretary of State Condoleezza Rice on Tuesday said there was "no excuse" for delay in Kenyan negotiations following weeks of political violence and that she was "disappointed" by leaders' inability to break a deadlock.
"While some progress has been made, I am disappointed by the failure of leadership necessary to resolve all the remaining issues," Rice said.
"There can be no excuse for further delay. There can also be no excuse for violence, and those responsible must be held accountable."
Former UN chief Kofi Annan has been struggling to broker a compromise between President Mwai Kibaki and the opposition led by Raila Odinga in a bid to break a stalemate over the details of the post of prime minister.
The post, which would be created as part of the power-sharing plan being discussed, is a key part of the proposed political settlement.
According to police estimates released on Monday, the violence that followed Kibaki's disputed election victory announced in late December has so far cost the lives of 1 500 people.
