SA's 'pockets of excellence'

One of the ways South Africa can stay in the Premier League of Nations is to celebrate its 'pocket of excellence', find out what makes them work and then benchmark other similar institutions against those pockets.

Let me give you my primi example. Many people moan about the level of service delivery from government departments, but there is one government department that is world-class - the South African Revenue Service (SARS).

Government should find out what it is about the leadership and organisation of SARS that makes it comparable to the best tax collection agencies in North America and Europe.

They should then benchmark all other departments against SARS by determining a set of key performance indications (KPIs) that will measure progress towards the excellence of SARS and then hold the leadership of those other departments accountable for meeting the KPIs.

Simple stuff. It's about replicating the good that already exists rather than investing in yet another expensive firm of consultants with yet another groundbreaking model to confuse everyone even more.

Take schools. In every province, some schools have made consistent progress in improving the academic results or have consistently had excellent results. What is it about them that makes them perform better than other schools in the neighbourhood?

I would hazard a guess that it has something to do with the leadership style of the principal, the commitment and qualifications of the teachers and the role played by parents and alumni.

But let's find out.

The private sector

Hospitals are another area. Most large state hospitals have one or two brilliantly performing units whether it's oncology, ophthalmology or ICU. What makes them brilliant and how can one transport that brilliance across the whole hospital?

Then we come to the private sector. Which companies have done best in the South African market and why? Shoprite Checkers would be on my list to interview.

Which companies have most effectively pioneered their way into Africa - a continent that is opening up for business?

MTN is up there because it is now that largest cellular network in Nigeria and Sudan (as well as being a major player in Syria and Iran). What is it about its low-key CEO and his vision that have made the company a leader in enabling Africa to skip a generation in communications technology?

Which company has the best corporate social responsibility programme in South Africa and is helping to create a better life for all?

Who are the best entrepreneurs in small business and what principles have they applied in making it this far?

Obviously, one cannot force companies to copy one another, but leadership by example can be pretty compulsive.

NGOs are another sector worth studying. Whether it's in the field of HIV/Aids, community, upliftment, enterprise development or assistance with dysfunctional families, what are our best examples in South Africa and how can we emulate them?

Individual pockets of excellence

Finally we come to individual pockets of excellence - people who have personally excelled. What makes them tick?

My favourite example is a young black student who matriculated last year and chose the formulation of a new energy-intensive fuel as his area of focus. His work is so stunning that Nasa has named a minor planet after him and Harvard University have lured him onto their undergraduate programme.

We don't celebrate out pockets of excellence in South Africa like they do in America. We indulge in obsessively complaining about our faults which is the pathway to mediocrity and ultimately universal failure.

In contrast to China, which has built up enormous economic momentum by replicating the best of the West, we must replicate the best of what we have right here in this country.

People are fed up with the endless analysis of our problems and talk, talk, talk.

They want action. Identifying, celebrating and replicating our pockets of excellence will do more than anything else to make this wonderful country of ours work properly.

    Mr. Sunter, I believe you may have lost the readership of the people that matter at the latest at the 4th paragraph - if they even cared to read that far. Besides, your suggestion involves doing actual work and not only taking a salary home. Awww, maybe I'm just too pessimistic.... Perhaps the one swallow I deal with once a year (the SARS, who IMHO have room for improvement) can make a summer.

    I think a massive problem here, is that many people in power like to do things their way and not take influence from outside. Even if it is positive, constructive influence. Taking advice and help from other is often seen as failure, and as such, avoided. We need to change our mindset before this will happen.

    Mr Sunter, you are an example to South Africa. I have always enjoyed your intelligent, down-to-earth scenarios regarding this country. We have allowed ourselves to become so negatively bogged down with our politics etc that we have forgotten that we have a lot going for us. And we do. Even Zimbabwe has a purpose: to show some of our more rabid politicians what can happen when power gets out of control. Let's build on our strengths.

    Let me begin by saying that even pre-1994 the govt was hopeless and backward.Your country boasts the highest corruption(and Im talking across ALL race spectrums), education is in fact detoriatong, job regulations is a joke, in fact corporate SA is a joke. Just the IT systems alone cost the provebial arm and a leg. The measure of success of SARS is not the amount of money they make, it is the positive response they constantly receive from private businesses who are satisfied with their sound management practices.

    With so much patheticness in SA, it s a wonder why you would be 'Proudly S.African'. Oh yes, name me just one SA company thats done well in USA? They do well in other places because the standards are low, corruption is genrally accepted practice, and there aint much competition. Its more like being top of the B-league to me!!!!

    In the human body if one part is not functioning properly it affects the performance of the body as a whole. Yes, we do need to ascertain what is not working properly and rectify it - especially the head part!

    I feel that SARS would be the simplest Govt Dept to run as everything is quantifiable in Rand terms. You know who must pay tax you collect the tax and you follow up on the non payers (Amazing)Now let us try and put Home affairs or Safety and security into that format and you will see that it is not as straight forward.In my opinion it is like comparing the effectiveness of a police dept in Mannenberg vs a police dept in a gated security complex (How??).

    I love the way certain ex-South Africans have to shoot down the country at every opportunity, yet clearly are still interested in what is happening (else why read articles such as this?)! If you are an ex-South African, then focus on your new life, and don't keep harping on about the real and perceived negatives you have left behind. In effect, move on. Mr Sunter is correct - there is so much positive in SA, that's where real South Africans must focus.

    I agree that there might be pockets of excellence. About five years ago I participated in a management seminar - members from all over Africa were there, including and the only delegates from Zim - their Revenue Services. It is true - money IN is the focus area, it will always be a focal point - maybe Zim Revenue services is also a pocket of Excellence to study.

    We always assume that if you are an MP, then you can become a Minister of a certain department. Perhaps this thinking needs to change, were we get business leaders to become ministers in certain departments. Running a ministry is like running a business, you have resources (human, physical, financial) with which one needs to deliver on set targets. There are some excellent business leaders that can add excellent value to some departments, improve efficiencies and reduce costs.

    If you are an "ex-south african", why do you bother to read the news on this site...a South African site! You obviously have longings towards your homeland and thus feel the need to touch base with your former countrymen.     Why not apply your mind a little before talking rubbish!! Ensuring tax is collected is not as straight foward as u think, just read the income tax act, or any tax legislation for that matter. It is complicated and takes real smarts to ensure money is collected. The majority of the commentors above should board Qantas with a one way ticket. Bunch of bleeding heart mamparas!! To the Ex S.Africa good riddance, this country does not need ppl like you. Take the 2010 SWC final, most ppl are very negative, crime, facilities, etc, but the same ppl are very quite when other events are organised within our boarders. S.Africa needs more of Clem Sunter to progress, ppl who are positive in the face of all the negativity. KEEP UP THE GOOD WORK

    A good start will be to abolish all black empowerment policies. The concept is great but it just has not worked. A better policy would be to severely penalise a company found discriminate. Too many companies have fat cats in middle management positions who are past their sell by date who make all and sundry who report to them miserable.

    To Fuzz who has completely missed the point of my argument.The Tax act is complicated and SARS has educated trained staff to enforce it.The salary structure of SARS is higher than any other Dept and its staff better qualified.Govt has placed much more tools at the disposal of this dept and I will still argue it is simpler to run than Health or Home Affairs.

    Clem for what it is worth, not that you will be paying much attention to these comments. Trying to apply best practices is an excellent idea, but they need to be compatiable if you want to arrive at the desired outcome. The SARS in my opinion is not service orientated, they are collection orientated.The main aim is to maximise income for the government, which is good if the money is spent on that which is important to the country, not on huge arms deals that has thrown the country in chaos.

    Good article in principle Clem. The main reason why SA does not replicate successes is because the majority of South Africans are LAZY. Its hard work to be successful. Most of our beloved citizens want EVERYTHING for ZERO EFFORT. That?s why the Chinese are the world?s factory and we are just another mediocre, corrupt, LAZY African country.     True, they have collected more taxes than ever before, but it is a real pain if you are an employer trying to get information from them on how to submit information using their wonderful new system - 3 months and we still can't get a proper answer from them!!! We ask 3 different people and get 5 different answers to the same question - AND ALL THIS BECAUSE WE ARE TRYING TO COMPLY...

    They provide limited information, making it difficult to comply with their requirements then FINE you if you miss the deadline. Example - the new e@syfile software has a limit of 100000 IRP5s. If you had more than that for 2008 you needed assistance from somebody in SARS to get your recon in before 29 August or face a 10% fine of total tax payable for the period - do the math...

    It's known that education is deteriorating, but not everywhere in SA, as pointed out. Some parts of corporate SA are actually doing very well. Similarly for society; there are a lot of bad apples, but not all are bad. It's no surprise the currency's not stronger since currency value comes from the demand for the currency. Resources are often traded in non-Rand currencies, so even with high prices the Rand does not benefit. Ironically, you, the eternally negative, are exactly the sort of person the article is aimed at.

    The concept is a sound one, however it requires that accountable, professional management comes to the fore. Now no matter how much I want to believe that these people exist in government, their pathetic performance to date only reinforces my belief that they don't.     Amusing how some of us tend to seek for issues to criticise. I'm sure the message that most of us got was to stop looking over the fence, stop talking and do something posititve. History shows for itself what worked and what not, not only in our own country but also in others. If some ideas don't work here then do something else that does work well enough and for Pete's sake, then stick to it. Clem, your words are inspiring and it will eventually rub off.

    Give it up for positivity. Positively logical article on how to get things back on track in this country of ours (or is the anc's?). unfortunatly the powers that be will positively never follow anything that is as logical and relatively simple as put forward.
