Wow Trevor broer, what a truly pleasant surprise!

I never thought there would be a day when I would express being pleased by anything done by this bunch of governing people, but Manuel's 2008 Budget on Wednesday knocked my socks off! I guess my changed disposition towards this ruling crowd was helped along by a candid tête-à-tête with a very close friend last Friday!

Okay, Trevor, you will NOT escape totally scot-free, because you have added so needlessly to the 7% by which you tell us the cost of food and other household items has shot up over the last year.

The Manuel lad yet had no qualms joining the moochers by hitting us with modest increases in the price of alcoholic beverages and very steep raises on tobacco products.

Well, let me state my one perennial "sinful" indulgence: I have been a smoker since February 1967 (41 years of "sin", and still sinning!) while I was still at high school. I intend no pun, by all these passing years I have borne with fortitude and philosophical resignation the diabolical increases in the so-called "sin taxes"; this year's increase of 66c a pack is the cruellest, meaning I have been paying steady increases since I bought my first pack for 17c in 1967 until last year's crippling R18.90.

Apart from that grouse, let me be among the first to congratulate Thabo Mbeki's government on a very encouraging Budget.

Stellar highlights

The projected 4% economic growth is a positive sign, as are the hundreds of billions of rands earmarked for infrastructural development, particularly on the energy front.

That R60bn has been set aside for Eskom to prod it to pull its socks up to stop it shedding its load at the drop of a hat is very good news, as is the announced tax relief for citizens earning up to R46 000 a year. This raises the threshold from what it was until Wednesday, and encompasses more poor people than was previously the case.

Increasing the meagre old-age pensions and reducing the pensionable age of citizens has been among the stellar highlights of this Buget, as has been the increase in the child support grants.

A budgeted R18bn for education means we are now talking serious business, because one of our major challenges as a developing country is the area of skills development.

Bettering the employment conditions of essential workers in the civil service, such as nurses, teachers and policemen means that we can hope for a less restive crowd in government ranks, if you still recall the turmoil of last year's civil service strike.

It is quite pleasing that the backbone of last year's crippling strike will, for a change, take home some meaningful pay packets. For far too long the essential functions performed by these categories of employees have been haemorrhaging important and trained personnel to England, America, Japan and China, Saudi Arabia and Australia.

It remains to be seen, though, whether all the money allocated to the various departments and provinces will actually be spent as directed, or whether it will be stolen as usual through corrupt practices, or even returned unspent to the treasury.

Tackle the indulgence of crime

What worries me greatly, though, is the disclosure that over the past year some R24bn in investments has fled. I am certain we all have an idea why those investors gave up on us.

If people had read my column to the end last week and understood its plain language, they would have noticed the last three paragraphs which I think, in part, will explain why some investors have done a Houdini, as stated in the above paragraph.

Once again I will repeat myself: the government must tackle the incidence of crime boldly and meaningfully; it must address its silly yet harmful BEE-for-pals scheme as well as unconditional affirmative action, with its built-in nepotism and jobs-for-family, such as what happens at the parastatal PetroSA. If all that is done faithfully and without reserve, foreigners and wealthy locals will not be very keen to move their assets out of South Africa but would instead help the country to grow.

Concerning the so-called "plain language" in your column last week, it was nothing other than HATE SPEECH (plain & simple).     According to an article on this site, cigarette consumption has decreased from 2billion packs in 1990 to 1.3billion packs in 2005. Apparently it fell by 5%-7% for every 10% increase in price. As much as I detest Manto, at least she has done something positive in this regard. It is your choice to smoke and you can obviously afford it, but if it stops teenagers from starting in the first place, the increases are a good thing. - DW

Surely this was more controversial than the budget and knowing you for the outspoken one against racist behaviour I?m deeply disappointed.     I hope the infrastructure investment would create enough sustainable jobs for many jobless South Africans, we are tired of hearing employment growth when that growth doesn't represent 'jobless people' entering the job market, food prices have rocketed to over 50% with price of bread dependent on commodity futures, it seems like we'll be paying catchup to the food retailers, lets pray that the farmers produce more than we can consume so that surplus commodity can off-set increase in food prices. - Luzuko

    I simply luuuuv the heavier sin taxes and am praying that my husband who has been smoking for 45 years, will now stop. And all the moms and dads out there who smoke in cars and rooms where their children are struggling for oxygen. How I hate smoking rooms in restaurants. Have been overseas for 4 weeks... are children still allowed in them?     I must be honest I dont agree with a lot that DEAR JON has to say most of the time but this is the first remotely positive and light-hearted article he has written in a long while, I really just prefer it to all the negativity that is spewing out of everyone else at the moment...     Good Come back after last weeks article, There are encouraging signs regarding the budget but it remains to be seen if they have the brains to implement it. Once you tackle the priority problems such as crime and education maybe the ones like myself who are abroad may return. Until that day.     The sin taxes are only an issue for those of us who significantly overindulge. If you argue that is proportionately unfair on the poor, thats true, but then they shouldn't be indugling anyway. It irritates me to see obviously poor people feeding their addictions rather than their kids. Alchohol is a massive problem in SA> - walter

    The budget is only a plan and ?for that matter- the easiest part of government. Spending efficiently and getting value for money is the where government fails miserably. The once a year Trevor show is as hollow as the various utterances of his colleagues. As a financial manager who should compares budgets with real spending, Trevor fails on all fronts. Quality control on government spending is sadly lacking while allocation of projects is fatally flawed by the skewed and fraudulent implementation of the BEE regulations. I speak from experience over the last ten years. Trevor for President?? Rather have JZ, at least you know he is corrupt. - Benzo

    Missed your hate speech today. Investors haven't given up on us Jon, they invested where they risk and return profile suited them. But I am sure as our country is bodly led forward people will keep making free choices. Isn't it brilliant that we can all make these choices now. During apartheid I couldn't take my money out the country now I can so thanks for the struggle brother, it has been worth it for me. Hope you feel the same ;-) - Stephen

    sorry, Jon I was going to give it a miss today, but this has spurred me into action. Yes, I too heve been fortunate to be able to invest offshore and score handsomely. The amnesty really helped a lot as well and I am now considering setting up residence in the South of England for my annual break. So for all these gifts Trevor has given us, I am extremely thankful.     I have lost count of all the people in my family who have died of smoke related cancer. My husband's bloodpessure reaches 240 sometimes...he has had two heart incidents. He coughs like a dying person. So do I, who has never smoked. My 34 year old cousin.... emaciated, he sat there, crying. Alicia, he said, giving it up it seems now, would have been so much easier.     John the 1 thing i disagree is an increase with regards to "imali yeqolo", in text we saying its fine 4 kids to be pregnant & get paid for it. We have saw an increase of pregnancy in high schools even in primaries. The social grants 4 kids bearing kids i honestly believe it should the scrapped, young kids getting pregnant with a purpose of earning a living. Even if its included within our Bill of Rights this should be reviewed of the better of our country "SNOWBALL EFFECT". - ML

    Jon I have just read a report in which you were named as one of the journalists at the infamous "no whites allowed" Zuma gathering that called those that walked out in protest "coconuts". If this is indeed true, my suspicions about you are confirmed. A bitter little racist who cannot wait to get into the revenge seat.
