Transformation the right way

What does transformation, that word that dominates virtually everything in our public life, really mean?

My MS Word spellchecker says it means "complete change, usually into something with an improved appearance or usefulness."

Now I understand why the concept has been so abused. Too many people, including our ruling party's leadership, believe the first part of the definition is the correct one - the one that says transformation is complete change "into something with an approved appearance".

That's why our rulers and their spin doctors believe that we have seen real transformation in the civil service and parastatals.

Since 1994, large numbers of experienced white teachers were encouraged to leave the profession or retire early. Thus the education system was "transformed", because there were now more black than white faces, which is an "improvement in appearance".

The same happened in institutions such as Eskom and the Land Bank. White employees were pressured to go, even those with rare skills. It was "good transformation"; it improved appearances.

I personally believe we should concentrate less on appearance and go for the second part of the definition, the "usefulness" part. I believe in substance rather than window dressing.

Look to the past

We are transforming because of our evil past. White people like me received the best education and the best jobs. Black people were forced into tribal homelands, townships and squatter camps. Their education was inferior and they were barred from most good jobs. Black South Africans were largely excluded from the economy.

This was our challenge after our liberation from apartheid oppression in 1994: to undo the past as soon as was feasible; to undo the damage apartheid had done to the majority of our citizens. In short, to change our systems, institutions and policies so we could eventually become a "normal" society.

I feel confident that few people will disagree with me when I say transformation wasn't supposed to only benefit a few. The promise our liberation movement made wasn't that they would liberate a small elite. They said they cared about the poor, the unemployed, the working classes.

The education departments, the Eskoms and Land Banks were only "transformed" to benefit a few. It was window dressing, not real change. The poor, the downtrodden, the young are again sucking on the hind teat.

In large part because of the obsession with showcasing black faces, our education system, our department of home affairs, Eskom, Land Bank and other institutions have failed and are now delivering less of a service to the ordinary citizen, also the ordinary black citizen, than during apartheid years.

Instead of allowing white employees to properly transfer their skills and mentor black colleagues who were to take their positions, there was an undue haste to effect a white exodus.

Failures

The failure of the Land Bank, for instance, is one of the factors why we have failed so many emerging and aspirant black farmers. Eskom is now re-employing some white experts, but the damage has been done.

This is not just a bona fide mistake made immediately after 1994. My thoughts on this topic were stimulated by a news report yesterday about a court case between a Mossel Bay high school and the Western Cape Education Department. The department wanted to force the school to appoint a black principal and deputy principal, but the school's governing body said it wanted these positions to be appointed on merit. The school won.

Of course we also have to correct the imbalance that exists in the staffing of public and even private institutions. "Normality" would mean all institutions more or less reflecting the demographics of the nation. But that has to be done through responsible, sensible affirmative action, good education and proper training - and never at the expense of efficiency and delivery.

Transformation, in my book, is about bringing about true justice and fairness and making sure all those who were disadvantaged and damaged by apartheid now getting a better life.

If a white engineer or teacher or clerk can help us get there faster, then we need that white person and it would not be in the interest of transformation to get rid of him/her.

Then transaformation goal is only successful when the majority of the lives of poor have been addressed. Making a few multi-millionaire blacks each year or losing a white employee and gaining a black employee does nothing, except for appearance. The success of SA is linked the masses of poor, but it seems they matter as much to this government as they did to the last. - AJ

Still wondering how someone who says that the rascist element in SA depresses more than the rapes, would want to think that anyone should take him seriously. Since the bloemfontein incident there have been numerous violent rapes in our country. The last one I read about just 2 minutes ago. But that does not depress Max in any way. Nooooo. Max, the people driving the 'transformation'process are the same beneficiaries of the window-dressing. I think it fair to say - on the basis of overwhelming evidence - that 'liberation' was merely a route to personal power and wealth for most of the ruling elite of Africa. They have had fourteen years here and decades elsewhere, and have almost infallibly persued the course of self-enrichment at the expense of the poplace. Why SHOULD they change? They do not suffer. I agree on the mistakes done and surely would call for a sunset clause of AA and EE. My biggest problem is how do we trust whites people who still believe that Blacks are inherently incompetent, lazy and stupid that they will appoint them on merit. They have failed badly in the past and still do not see anything wrong, hence all this pieces of legislations. Look at cricket and rugby, they still sabotage the system and sideline black players. Well said Max. As usual a balanced article. Bottom line we need delivery and accountablity. It does not matter what colour the person is. If they can do the job efficeiently then let them get on with it. Yes we need training to get people able to do jobs - let the knowledgeable ones train new ones before leaving. Excellent Max, but I can see you take a lot of flack from black people who feel the injustice of the past has to be done to the whites of this country now. They would rather squalor in a Zimbabwe type environment than see the proper skills take the country forward? They should do a proper head count on the skills leaving the country; they are just hiding the stats the same way they hide the crime stats. Apartheid happened, and as you put it ?our evil past? is going to come around and haunt the ?White Man?? all you have to do is read the blogs and see the majority of the black mans opinion No matter how much you harp on what?s right or perceived to be right, according to the majority of black people? I think issues to do with race are now the main focus of this forum, please dont get me wrong there are legitimate concerns regarding racial issues, BEE, failure of the government to assist blacks and whites alike, that is all real, but i think its high time we start drifting away from the problem and seek the solutions. The problem with this assumption is that everyone has vigorously participated in transformation and that the wholesale removal of whites has been an insiduous process spearheaded by da ANC.The reality is that there are those amongst us who have countered the intent of the process ie of redressing,by windowdressing corporate and civil services in most instances with Housenig,ers. Transformation should not be artificial but conscious manoeuvre by ALL. So be honest,call a spade a flippin shovel! - Cape Town Kid

Its all good to hear that we whites are supposed to train blacks and then leave quietly, steadying them in the background, paying for our past, whilst also paying the bulk of taxes. My question is if this is really sustainable in the long run? Africa is not for whites, never been, never will be. We are not going to disprove the past 200 years. In 50 years, there will only be a small remant of whites in SA. SA will assimilate into the bigger African picture of poverty and corruption. Deal with it - Riaan

Max, it seems that you confuse white skin with skills. Eskom's failure is largely due to the State not wanting to fund its infrastructural development capacity and it has nothing to do with the so called "white engineers". I have come across white people in leadership positions with donkey years of experience doing nothing in their cosy workplace. I have mentored, coached a lot of white guys and changed some of their mindset. Black teachers excelled in their work during the apartheid era. - Calvin Mkhize

You've hit the nail on the head, Max. It seems to me that the powers that be rushed the transformation issue just to get the approvement of the public, before having a proper look at what they were doing to industry etc. Rather, they should have set up apprentice or learnership positions, where the beneficiaries of transformation could gain a degree, as well as the years-gained experience of the person who was mentoring them, to make the transformation as smooth as possible. if only... - Mylo

Max - I doubt you will find any rational argument against what you are saying. The devil is in the implementation. How do you find white people secure enough to properly train their eventual successors. I know how hard it is, been there, done that. Then find black successors secure enough to accept mentorship from the outgoing white person. And find a decent way of transferring those skills. Guess what my company does....?? - Excalibur

Max, you make a few very good points. I agree that when you read the ANC posters declaring a "better life for all" you look at reality and realise that there are two words missing at the end. These being "My friends". Another point that should also be raised is why should a "white" skilled person be expected to "train" his replacement while he knows that when finished he, himself will be unemployed? There is no switch that you switch on and transformation has happened. - Jim

Not quite true about Eskom. Most of it has to do with the BEE coal supply agreements, the lack of planning, lack of infrastructure maintenance and sheer lack of experience. Whether that is a black/white issue is completely by the way for me. The technology experts in Eskom have left the building, that is CERTAIN, so any corrective action comes at HUGE expense as Eskom hire French and German consultants. This is FACT, not conjecture. And lazy people don't have a colour, they have an attitude. - Excalibur

Once again spot-on Max. The problem with the "window dressing" transformation is that, while it manages to change appearances, it also causes more friction than the other type of transformation (in usefulness) does. Friction that causes heat and heat that inflames tempers and emotions. I would make so bold as to say most South Africans - Black and White - won't have a problem with transformaion if it also included the aspect of improvement in quality. - Martin Theron

...the reality is a bit different from your analogy. Your article pretty much reproduces what is on transformation paper - nice stuff about skills transfer, accommodation of PDI's, smooth transformation of institutions etc. You wouldn't know much about active and passive resistance experienced by PDI's, blatant exclusion and discrimination in workplace, schools and other institutions. I NEVER hear of any condemnation of non-cooperation. Check land reform and sports. - Chris-T

For every action there is a reaction.The belief of many black folk is that whites would just roll over and submit.Its called resistance.We trusted the black majority by voting in the referendum to unban parties and have dialog & power sharing.We had the TRC and talk of genuine reconciliation.Where are we now?.Yes sure there whites who cannot be trusted by any one just like blacks.I think though its a case a blacks trusting each other.Paranoia strikes deep. - psycobabble

We started learning and working for as long as we've been living.Just at look at all the major projects,constructions,there is no building in this country that was not build using black labour including the house you stay in, the road you drive on, hard physical labour.Every day the silent skilled majority work hard to make this country work.You'll be amazed at the number of skilled black SAfricans being mentored by other blacks,so even if u don't help them it doesn't matter,it's your choice. - Godfrey

The problem with transformation in the country is not transformation itself - but its implementation. Sometimes wrong people get the critical jobs, and then mess up. You don't stop the damn whole thing to ractify that ... The truth is, if you suspend/stop transformation now, there'll be dire consequences in future. If you continue with it in its flawed way, you'll have dire consequences as well. Just cure the damn thing rather than pulling the plug on it. - Mkhokheli

Let's look at how america dealt with their previously disadvantaged. A very small american population is poor. That is a great nation we should look up to them. Tired of this white nonsese. Not all experts in this country are whites. Is nonsense that only whites can solve the problems of this country? You reject anything that is designed to uplift the lives of the people you oppressed and made poor. Usefulness does not apply to whites only. I'm working for eskom and dont remember eskom taking a decision to fire white people. They claim to know democracy whilst they fount against democracy in this country. We will support our government until they get it right as you did with your past government. Transformation is a must by appearance and usefulness. - siza

Libembe: eyes are always on the cricket and rugby but nothing is said about the soccer where there is no other colour than balck? Black transform this >>> way and white transform <<< that way... It really does go both ways. Black people need the chances denied before, and white to scale down on what was benefited from. This goes way back to the days when mr. Lion and me. Zebra contemplated the way humans interact. These days they just accept it as a standard - flawed. Problem is white people have a settler approach and black people a more nomadic thinking. The two cultures will in all probability never be able to co-exist. Max, a very good and relevant article. You have stated many valid points. But there is something that gets to me which has been shown in these forums over and over again. The mentality here is that ALL WHITES are educated and skilled and ALL BLACKS are uneducated and dont know what they are doing. Granted, the oppertunities of the past dictates that this is so, but in fact there are very highly skilled blacks in the workforce today and also many white 'dead weight'. I'm 33yrs old, with 14yrs experience in my job with a Bcom degree and honours. I'm still referred to as a AA candidate, yet my colleagues who are white have no qualification and are just as competent as me. How do you label or tag me as an AA candidate when I'm super competent and very much qualified for my job, same thing for Makhaya Ntini after 10yrs and highest ranking, he is still an equity player. It's not blacks labelling him, it's whites and that's the ignorance and stereotype!! - Libembe

Transformation in its entirety have not been a flop - I do agree that many mistakes have been made in the aim to fast track the process and in doing this incompetent people were placed in critical position which had a negative effect on our society. Mr. Max we also need to look at the success stories of the implementation of the Transformation policy - I will just list a few - our public broadcaster have taken a 360 degree turn and today it is 10 times better than when a white CEO were in charged 20 years ago, in sport transformation have ensure that black sport stars like Habbana, Gibbs, JP Pietersen, JP Dumminy and many other like them could reach the highest level of there sports and claim to be the best in the world. Today talented black matriculates from the townships have the opportunity to attend any University of there choice if they work hard enough. In the past many white people were groomed into positions with no qualification or experience and today I see many of these old white people having to compete with competent black professionals who do not get the same support but still rise way above expectations and at times need to guide the white oldies. - colin

The issues are not as simple as you state Max. The assumption you make is that the said "skilled"and"experienced" white people are willing to train and advance suposedly "unskilled" and "inexperienced" black people. That is far from the truth. The empowerment of black people should not depend on white people transfering skills. And ask me in this regard, I know better. A more positive line of question should be, how best compentant black and white people should train inexperienced PDIs? - rera

Your argument holds some truth in it.to say the least I classify this article as propaganda meaning half truths. However the attitude and beliefs of white has led to these drastic changes in the mindset of blacks in general...whites have resisted change at all. Whites are resistant to skills transfer and are not generous with information for the empowerment of blacks?the pressure has now mounted against the ANC,currently the middle class is dominated by blacks and this is a positive sign. The eskom saga has nothing to do with AA/EE but failure by the government to heed expert advises. Firstly, Max an excellent article & spot on. Secondly, Libembe & Calvin - plenty of genaralisation, with no substance. I have 1st hand experience of having to make way for a person of colour (with no experience, qualifications or desire to do the work) - he merely wanted the promotion. The official stance of my organisation was/is "transformation 1st; standards later!" My offer to mentor the person was declined. As for you mentoring whites Calvin, on what? I would like to ask all those people that say whites did not support transformation this. If your company comes to you and tells you to train this new reqruit, so that he comes into your position, and you will be fired. What would you do? Like any normal person you would say: " Well if that is my companies atttude, F you, I will not train this oke, and I quite" It only human to do something like this. Through out history black people have been slaves, been oppressed, victims, weaker race etc. This goes way back, but how did we get to this place where whites are perceived as better than blacks? How did white people control black people for over 300 hundred years? Why did it take black people (majority) more than 300 years to control this country? - dhv

Most of the comments are wrong it is not about who is black or white, no one is incompetent, it is about all about will power (the blacks had schools in the apartheid but they burned it down ? so do they really want to be educated and the whites called themselves christens that time but they hated blacks). It is know 14 years, the blacks were previously disadvantage and the whites are currently disadvantage ?so who is really on the disadvantage side? I will vote for the best party that run there policy on ?the best man for the job?. I know evil people - white and black so please do not generalise. Do we all now accept that we are no longer welcome and leave the country to its own fate. What about creating more jobs so that all can prosper. I agree with transformation but not in its entirety. What about the guy who was ushered out of his corporate job to because of AA, he starts a SME to make a living. Now he is being forced out of that sector through BEE. How does he earn a living to feed his family. Equality is a farce. Solution: create more jobs, be more globally competetive.INDIA IS!! - Realist

I also consult in Eskom and can tell you that the company is still lilly white and it's failure has got nothing to do AA or EE. The tricameral electorate (whites/indians/colored) voted "YES" in 1992 for blacks to be included as voters. Libembe (How do we trust whites to effect "normalisation"?)asks if blacks can trust whites. The answer is yes as per the referendum of 1992. The question is if the blacks trust the whites? So far, I don't see any evidence of such trust. majority are voting based on ethnicity. Eskom DID make the decision to get rid of white people. If you want a copy of the letter then just drop your email in here and I will send it to you. They did not fire them, they just refused to advance them, demoted them, or offered retrenchment packages. As for PADKOS and the others who refuse to mentor. Tsk, tsk. What a shame Max, that you assume only whites are good enough to "repair" the crisis in this country. There are plenty of Black (including Indian and Colored) to do much better than their white counterparts. Whites had their chance prior 1994 and NOBODY COMPLAINED ABOUT MERIT back then. I took a BEE bullet with an international company in heir efforts to attain the equity numbers. Started my own business and doing just fine. I know of only 2 people who struggle(d) because they are white. An architect and an engineering business that can't get govt work because of BEE. The Arch still take 2 overseas holidays a year. Is the new struggle real or just a result of fear, uncertainty and doubt? .. Genuine question. To me, the innovative survive! - By the way

Eskom does not chase away white skilled employees as you say Max. That is a blatant lie. In whatever institution, you find a combination of more unskilled and less skilled white workers. When you come in as a young professional, you virtually have to train yourself except for Piet and Koos who help out whenever they feel. FINE. Time goes, and in some while you are more competent than them. You get promoted then they have a problem and some move to Australia. Generalisation can be wrong. - Outlaw
