Virginia cracks down on pants

Richmond - Virginians who follow the latest fashion trend of letting their pants droop so low their underwear shows in the back would risk a fine under a bill passed by the state's House of Representatives, a news report said on Wednesday.
The House voted 60-34 on Tuesday for a bill to impose a $50 fine - about R300 - on anyone whose underwear - boxers, briefs or thongs - peeks above their pants or skirts.
The fine would apply to people who display their below-the-waist underwear in a "lewd or indecent manner", the Washington Times said.
"It's not an attack on baggy pants," Delegate Algie T Howell Jr said, according to the newspaper. "To vote for this bill would be a vote for character, to uplift your community and to do something good not only for the state of Virginia, but for this entire country."
Several lawmakers and civil rights groups said the legislation was excessive and targeted blacks, arguing that exposed underwear is simply part of a droopy pants fashion statement popular among black youths.
"This is a foolish bill because it will hurt so many," said Delegate Lionell Spruill Sr. "Please, let these kids express themselves. It will pass on."
The bill must pass the Senate and receive the governor's approval before it can become law. - Sapa-dpa
