SA the 'HIV capital of the world'

Whilst I agree with S Ragoonandan of Vaalpark regarding her views on pre-marital sex and what the pope viewed, let's be realistic here; South Africa is fast becoming the HIV/Aids capital of the world, mostly owing to people's ignorance of the causes of the diseases.
As such, the government of this "third world" country decided to increase awareness in what has to be an admirable manner - thereby setting an example to the rest of the world, in so far as tackling the scourge is concerned.
Among other campaigns, they have even began the public distribution of free condoms in pertinent places.
This may seem as though its encouraging pre-marital sex to an extent, but in time to come, at least people will learn to be more responsible, thereby having no excuse in the world to not use a condom to prevent any sort of std.
I live in London now (formerly from Durban). Britain has the highest rate of teenage pregnancy in the world - why?
Because of the lack of sex education and the government's piggy bank attitude toward people who are so called unable to earn an income.
Coupled with this, condoms are not free here anywhere, and they are also very expensive - a silly way of promoting abstinence if you ask me.
So the general attitude is, if you don't have one, don't use one. It's a shame for a first world country to not learn from the efforts of a third world country.
In today's society of selectively religious people, rather use a condom because prevention is better than cure.
