    South Africa has been presented with an opportunity to effect positive change in Zimbabwe.

    Any aid to the Harare regime should carry with it some conditions that will bring about positive change in that country.

    Here are some of the conditions that the South African government should attach to its aid:

    Return to the rule of law; no more farm evictions (of the remaining commercial farmers); constitutional reforms to level the political playing field; further devaluation of the Zim Dollar; implementation of responsible fiscal policies, including reduction of Government expenditure; renewal of relations with multilateral institutions ie the World Bank and the IMF and formation of government of national unity with the opposition.

    These are the sort of changes that need to occur if the country is to be pulled back from the brink. I sincerely hope that Thabo Mbeki will act accordingly.
