Make insurance compulsory

Dear Editor,
My wife was involved in a car accident this week - not her fault. I was rear ended by a taxi whilst my car was stationary in December - not my fault.
Both of the drivers that caused these accidents did not have car insurance which resulted in financial loss (excess amounts payable) to our household.
Both drivers pleaded poverty so the recovery of that money is practically impossible.
When is our transport minister going to make insurance compulsory for all vehicles on the road, specifically those used for public transport?
If you can afford to drive a car, you should be able to afford the insurance.
