    With every celebration or public holiday, it seems South Africans excel at one thing - defacing the pristine beauty of our natural heritage by leaving their consumer rubbish behind them when they leave.

    In fact, it's probably one of the few things that truly binds this nation together - our seeming inability to clean up after ourselves.

    I was reminded of this earlier this month on my way home. The evening news bulletin on the radio featured interviews with the Cape Metropole's Solid Waste Department and its staff about how they worked long into the night to clean up the Cape's beaches after the Christmas and New Year revelries.

    Although I do sympathise with them, my overriding thought at hearing this was how we've brought this upon ourselves.

    Instead of creating a culture of self-discipline and responsibility, where people are required to clean up after themselves, we complacently accept that cleaning up after others is the only way to go about this.

    Surely there must be better ways than this? After all, prevention is better than cure. As children one of the first things we are taught at home is to clean up our own mess. So why not take this further in public places?

    Implement a province-wide ban on dustbins in public places and start enforcing a "you bring it, you bag it" policy. Not only will we cut out the immense post-party cleanup, the unsightly picture of overflowing rubbish bins will be a thing of the past too.

    This in turn will prevent rubbish from being blown about by the Cape Doctor and landing up in the sea before it can be cleaned up by the municipality.

    Yes, it will require more effort from people. Yes, it means we will all have to be more responsible and think ahead - like when you go shopping and take your own bags. But if we can do that, then surely we can start cleaning up our own mess?

    if you think the "mors jorse" will go for that,they can't/won't even throw their rubbish in a bin standing right next to them (much better to just toss it on the pavement or in the road for some other poor bugger to pick up).A favourite of mine is seeing how many things are simply thrown out of vehicle windows on the road,banana peels,apple cores,beer cans etc.You should be grateful for living in one of the cleanest cities in SA,come and see our "tourist paradise" of Dirtbin (sorry,Durban). - The Truth

    Implement a province-wide ban on dustbins in public places and start enforcing a "you bring it, you bag it" policy. then after you bag it where are you going to take it? Travel with the rubbish bag in a car or a taxi for that matter a few kilometres to your township or suburb then dump it in your own dustbin, again then still somebody must come to collect your dustbin. again to enforce your policy you will require thousands of permanent security guards.You are however spot on about the responsibility to educate our children to clean up their mess.. - kolobe

    I would rather say bring MORE bins to parking lots and public places .. people will just throw their rubbish on the pavement, in the streets, out of the car window .. so really .. not very clever comment. and please don't tell me the POLICE should also enforce that as well! - Beggar

    It was once said that for every paper, bottle, etc that is indiscriminantely just thrown away, you are creating a job for another person.You should see the parks and open spaces in Louis Trichardt (Makado)and Messina (Musina) over the festive season - there was massive job creation. - JD

    You are so correct. Wait till you go to fast food outlets in this country. People mess up the table with their food left overs and sauces and then leave, while a dustbin is just 5 steps away from the table. And the next user must be disgusted first before they actually have their meal. Talking about fast food, why do they call it fast when we actually wait 45 minutes for the pizza?     Littering has negative effect on a lot of things including the environment, tourism and our own health. It sickens me when I see people leaving rubbish at the beach or even throwing a chocolate wrapper out off the window. I hope your message will change reach a lot of those culprits and get them to change their minds. - jmafia

    While I agree that its important, I disagree that it will require effort. We're all lazy and cannot even implement simple things like keeping a "dirtbag" in our cars, instead of throwing our tins out while driving. My sister in law has trained both her children, by example mostly, to pick up after themselves (5 and 3 yrs) and when at the beach they will rather keep chips pkts in their pockets than just throw it away. South Africans need to stop being so filthy and disgusting, it puts me to shame. - Tanya

    I am so pleased that this subject has, at last been brought up. But, like the previous comment by *The Truth* we are just talking to a brick wall. It is all over, and no matter how you try and educate the masses, I am afraid we shall continue to fight the *act of cleaning up* Not to mention the health factor. What about in and around the squatter camps? Now that is another story. Educate them? No I dont think so. What a shame our country has come to this!!! - carol

    I am lucky that I stay in one of cleaner CBD in South Africa being Cape Town. I think Durban and Johannesburg has the most disgusting CBD's I have every seen. People who litter and mess show disprespect towards themselves, others and their environment. - Gia

    The key to your argument is 'start enforcing a "you bring it, you bag it" policy'. There are already laws in place to prevent littering and we are seemingly unable to enforce these (same might be said for the enforcement of other laws in this country). It's a mind set that will take a long time to change. Homes are the obvious places to start however, until ignorance and conditions improve for many, it's going to be up to the schools to educate. - roy

    From now on, if you see someone throwing down rubbish, or throwing it from a car, while you're driving, hoot at them! Apparently it's education that is wanting, so give it freely. Also, if you see a shop giving away free plastic bags, report them. - Pieter Joubert

    The irony is that with 80% of people are employed to clean up at offices or the work place - but they cannot clean up after themselves where they live WHY? because they are not getting paid to do it!!!!!! - Sido

People hired to walk around will be on strike for poor working conditions and low pay. 2. The person supposed to be fine will be unemployed and cant pay that amount. 3. Even if the person had that money, tsotsis will have robbed him/her of the money the minute she started walking. Need any more reasons? - Sello

    ...with your stupid comments. Educating people always brings results even if its a handful of people but it's better than whining about it and doing nothing. Don't even mention the squatter camps cos you have no idea what it's like to live under those conditions without the basic services. This is everybody's responsibility and YES we should educate our kids as well as ADULTS because some people just don't understand the bigger picture-they still think of it as JOB CREATION but it's the opposite. - jmafia

    What Maritza is saying is very true. Unfortunately most working class communities have no respect for the environment - it is quite common for everyone to simply throw any and all rubbish on the ground - I see this on a daily basis in particular in Maitland in Cape Town. I think the answer to this problem would be education at home, but we are so far gone that you'll have to start with educating the adults involved with all this.Good luck with that tho- most can't even read or write. - Cass

What will Cape Metropole's Solid Waste Department do without rubbish to pick up? But on a more serious note my dear Tree Hugging citizen, yes in Utopia such a world exists.     Children drop litter to and from and school, & the school says its not their problem! Surely teaching people not to litter is the ground work for teaching people respect. To the person who said there are bigger problems- I think lack of respect and pride is the problem. Just because we care about the stae of our habitiat doesn't take away our concern about all of our societies problems. The solution begins with education and sorting the small problems first to lead the way for 'bigger' issues. - Natalie

    Yes littering is bad, but there are people employed to clean up afterwards, there is nothing you can do to stop people from littering after new years etc. South Africans are finding an excuse to complain about all these trivial nonsense, we have much bigger problems at hand. p.s if you come accross a piece of paper then pick it up stop being mona lisa's - MP4

    Yes I do belive the long term effects of littering is very concerning, the problem is however that the distrubed people of this country who commit crimes from petty theft to corruption to rape and murder obviously have no respect for life nevermind littering. As the country rids irself from people like this the natuural progression of healthly enviroment will follow. - wb

    Spot fine or jail term if you are caught littering or peeing in a public place (one of the cleanest cities on Earth,I wonder why?).The problem is,how do you enforce this in a country where major crimes like murder,robbery and rape are not punished enough/go unpunished completely,and the police force is demotivated because they are unappreciated/underpaid and their Commish is a crook? - The Truth

    Remembering when I visited Australia for the first time in may visits in 1998, we had lunch at a food court in a large shopping. I was speechless to observe however person after their meal went and placed their litter in various recycleable bins, and then placed their food trays on tray racks. In the city streets people will carry their litter with them until they come across a litter bin. Their beaches are spotless and no condoms are seen floating in the surf, like in SA. - Lionel

    It will make more sense to implement a law to fine people who dump rubbish on the streets. The problem is, this country is filled with rubbish, and I'm not necessarily referring to dirt, papers and plastic bags...     I was walking on the streets one day when this woman walked passed me and threw a wrapper on the ground. I asked her why she didn't throw it in the bin and her comment was "then the street cleaners won't have any work to do". What a lame excuse - a pig in my opinion!! - Anonymess

    What are the municipalities going to do in 2010 there will be a huge clean up effort with a T shirt for every person helping with the clean up, and as soon as the soccer is over the filth will be back. My one idea is a spot fine for any littering and if you have no money on you be given a black bag and a pair of disposable gloves and be made to fill the bag and then tie the top and put it on the corner and a daily collection of all bags, that might train adults to not litter. - Bev

    Reading some of your comments makes me feel embarrassed to be South African. Someone who litters has no respect for him/herself other people or the environment - this is just a small step from murdering and raping. Please teach our/your children to respect everything and everyone around them. Moral values should be more than "not getting caught". - Liz

    I am fully aware of the contents of this letter/debate.I was merely stating/mentioning the fact that the writer is concerned about rubbish (excuse the pun)and our concerns are a little more worring. Speaking of dustbins, my mother lives in Broederstroom (otherside Muldersdrift)and she has no 'garbage collection'. She places all the garbage in a pit and burns it !!! - Badger
