  • Pretoria - Deputy minister of safety and security Susan Shabangu said that residents should "kill" criminals, especially those who put lives in danger.

    Shabangu was speaking at an imbizo at Elandspoort High School in Danville, west of Pretoria, on Wednesday.

    After the media asked her for more clarity on her statement, Shabangu explained that South Africans should act more strictly towards criminals and not give them a chance to turn on innocent people.

    "The police cannot calmly talk to criminals who shoot at them or wait until a police officer dies before reacting," she said.

    "I want to assure the police station commissioners and policemen and women from these areas that they have permission to kill these criminals.

    "I won't tolerate any pathetic excuses for you not being able to deal with crime. You have been given guns, now use them.

    "I want no warning shots. You have one shot and it must be a kill shot. If you miss, the criminals will go for the kill. They don't miss. We can't take this chance.

    "Criminals are hell-bent on undermining the law and they must now be dealt with. If criminals dare to threaten the police or the livelihood or lives of innocent men, women and children, they must be killed. End of story. There are to be no negotiations with criminals.

    "The constitution says criminals must be kept safe, but I say No!

    "I say we must protect the law-abiding people and not the criminals. I say that criminals must be made to pay for their crimes," she said.

If she wants the police to kill the criminails she needs to first change the law to empower them, they can't just go and break the law because the Deputy Minister says so!!!.     Irresponsible maybe since the law states otherwise, but I think it's a cr*p law, that needs to be changed, inline with what she said. Give police and public the backing to defent innocents and themselves in dangerous situations. So yes, I agree, remove them from society permanently.     I agree with and support the sentiment to the hilt. A criminal gives up his constitutional rights whe he chooses to act against the rights of others. Biblically - Murder is a sin, not Killing - there is a difference. I say that gun ownership regulations should be relaxed so that the law-abiding citizen will have a better chance of self defence.     At first her words bring up some real feelings that some of us have been feeling for some time. The cops in this country can not do their jobs and therefore we all are in danger. Taking the idea a bit further i would say "YEAH!!!" these bastards need to taken off our streets and behind bars where they belong.     If Susan Shabangu would run for president... she's just won my vote! It has never been illegal in this country for a police officer or civilian to kill a criminal who threatens their life. The constitution only protects the human rights of criminals to be treated in a manner that's fair and just, it does not protect the criminal him/herself.     While I believe in the right to self-defense for ALL citizens and support the use of deadly force in the apprehension of criminals it must be used with circumspect. Our constitution guarantees the right to life. I believe that a murderous criminal gives up that right when he starts killing. But the courts must have the opportunity to convict.     The police should be empowered to shoot to kill. The criminals are not impeded by anything from killing the policemen, so while the police are bound by law not to shoot to kill without consequences, the criminals have an unfair advantage. It is like the gun laws in SA: the responsible citizen must declare their firearm or not own one, but the criminals have no respect for the law. Therefore the victims are stripped defenceless while the criminals are armed and dangerous. - E

Far too many policemen and women are killed whilst trying to protect us and nothing is done.     It sounds good to me. There is no death penalty officially, but police who are under attack need to use any means necessary. There is still one problem that needs attention: if you hit a burglar in your own house, why can he have you charged for assault? Can only the police defend themselves? - James

    There's a law that requires any gun owner to adhere to the rules of engagement. You only shoot if you have fired a warning shot and also use force proportionate to threat. If such threat has diminished, you are no longer allowed to use excessive force, simple as that. If a criminal uses his fists to rob you, you may not shoot him, you will face a murder charge and rot in jail. The guy who chased a 12yr old (smash and grab) and killed him even after he has apologised will face a murder charge. - Libembe

    As much as I love it when politicians talk tough, I have my doubts. I have a brother who was a police reservist in JHB and I can assure you that shooting anyone no matter how dangerous they may have been - results in months of anguish, court hearings and paperwork. Worse still is if the bastard survives and pleads victimisation - the law does indeed protect the animals of society so thats where you need change to give effect to the words.     It has NEVER been illegal in this country for a police officer or civilian to kill a criminal who immediately threatens or endangers their life. To those who punt the idea that our constitution protects criminals, have you even read it? It only protects the human rights of a criminal.     The statement may come across as gung ho, but it is simply indicative of the "State of the Nation". The fact she received a standing ovation is enough of an indication that the Nation is sick of living in fear and being held to ransom by a violent criminal element.     I think it's important to remember that cops have been told to shoot to kill when their own lives or the lives of other innocent people are at risk. This is not a form of Capital punishment but a form of defense against criminals who lost all respect for human life and therefore don?t care what they do to who. We can?t ask our law enforcement to respect the constitution when it puts their lives first. ?Shoot to kill? only applies in a life threatening situation where the other alternative is dead innocent people. - Bill

    I am as scared of the SAPS/JHB Mtero police as I am of criminals. If those corrupt members of the police service are given the go ahead to kill criminals, can we be sure that they won't set up and kill innocent citizens to protect themselves from being caught for their corrupt actions?     I cannot help to agree. It is about time for progressive action and a no tolerance law. The crime and violence is unbearable in this country. Crime is leading to mass exodus of people to safer countries. My friends are emigrating with the speed of white lightning.     They've changed the laws in the states and we should do the same. Gun etiquette and shooting classes should be mandatory with a license. Its of no use in a safe. If an armed person breaks into your home you can assume that he is not there to have tea with you and shoot to kill. Stuff this nonsense about warning shots!     Change law to allow death penalty. Allocate more money to address causes of crime instead of Gautrain, Stadiums,etc. Killing them affects police who end up also killing their families. Counselling must be given to police who end up killing other humans as this dehumanizes the police. - Agi

    I'm staying that's it. This is the most forward thinking thing that has EVER come from government. It is legal to take a life to save a life but if a killer/burglar is standing in your living room with a gun behind his back you are not allowed to shoot because your are not in danger at that point.     I agree whole heartedly that if a police officer's life is in danger, that he/she should have the full right to self defense. They should also be able to walk away knowing that they will not be prosecuted because they killed someone to save their own life. But publicly broadcasting that police offers should shoot to kill without a warning shot and to use their guns just because they have them, is a dangerous lesson to preach.     Congratulations to our deputy minister, she has discovered that actions count. You cannot create more laws to force criminals to obey existing laws. You cannot disarm legal owners of firearms and hope criminals will no longer have access to firearms.     Our ambitious minister's comment is being taking out of context I think. Her proposed policy is to allow the police to "shoot to kill" when the incumbent police officer is threatened i.e. they are allowed to return or open fire in the event their lives are at stake carrying out out their duties. I agree with this whole heartedly, but it needs to be made policy. The police are meant protected us from these murderous animals, we need to empower them with the ability to do so. - Grant

    It's high time SAPS were given the authority to take back the streets, we have all lived in fear for too long, but in the same breath, please please teach them to use guns and force in a responsible manner, its no good putting guns in the hands of offices who are not trained to read or write or can only use a speed trapping device, but cannot direct traffic when the lights are out!
