eNatis: Dept seeking report

Pretoria - The national Transport Department on Monday scrambled to find out why a damning report on the implementation of the eNatis system was apparently not handed to the minister or the director-general.
The Auditor-General's report warned months ago that there was an 80% chance of failure if the eNatis system was implemented all at once, as was done in April.
The AG released a statement on Monday explaining the three aspects of eNatis that were studied.
The damning IT systems report, of which Beeld has a copy, was, according to the AG, given to Thabo Tsholetsane, the operational head of the Road Transport Management Corporation (RTMC), and to the RTMC's head of information in February.
This followed the handover of the concept report to someone in the department in December.
The AG's office is still trying to establish who this was.
The RTMC falls under Transport Minister Jeff Radebe, and will shortly take over the eNatis system.
The AG's spokesperson, Afrika Boso, said Tsholetsane asked for the report, so it was to him that the final report was handed over.
Report apparently not passed on
It now seems that neither Tsholetsane nor the information chief passed the report on to Radebe or the department's director-general, Mpumi Mpofu.
Boso said the AG will hand the report to Mpofu "within days".
Radebe's spokesperson Collen Msibi, was pleased to hear of the AG's explanation.
"It gives a direction in our search for the report. We will have to speak urgently to the people identified by the AG," he said.
He said that since Beeld revealed the existence of the report, Mpofu has been searching for it.
"[Mpofu] also asked the AG officially for the report. If the AG did the investigation, it must have been sent to the department," he said.
Boso said that apart from the IT audit, the AG also undertook a network audit and a general management audit of eNatis.
The network report has been sent to Mpofu, but no reaction has been received.
The management report has been sent to the department chief financial officer and discussed by the management committee.
The contents of these two reports are not clear. Tsholetsane last night referred all queries to Mpofu, and according to the department's spokesperson, the information head resigned three months ago.
