'Re-open streets, or lose land'

Johannesburg - Galeshewe municipality should take all "reasonable" steps to re-open two roads on private property even if this meant expropriating the land, the Office of the Public Protector said on Tuesday.
It said Phakedi and Palweni streets in Galeshewe, Kimberley, in the Northern Cape were closed when the owners of the land on which they were situated decided to wall their properties.
The community went to the Public Protector complaining that this hampered their right to free movement and disrupted the delivery of essential and emergency municipal services.
Public Protector Lawrence Mushwana found that the municipality had tried to buy back the affected land, but that one of the landowners had refused to sell only that small portion of his site.
He recommended that the council not only ensure that the roads were immediately re-opened, but consider improving their state, including tarring them.
He would monitor the implementation of his recommendations.
