CT mayor to be announced

Cape Town - The scheduled council meeting of the City of Cape Town to elect the city's mayor, executive committee and councillors will go ahead on Wednesday.
"The meeting is carrying on as scheduled tomorrow (Wednesday). A postponement hasn't come into consideration," said city spokesperson Mandla Tyala on Tuesday.
The city finds itself in a state of political paralysis less than 24 hours before the mayor is to be elected, with the Democratic Alliance, the African National Congress and the Independent Democrats trying to thrash out a coalition or opposition government for the metro.
Minor parties, such as the African Christian Democratic Party and the African Muslim Party were being courted in an attempt by the two main protagonists - the DA and ANC - to ensure a clear majority in the 210-seat council.
In the recent municipal elections, the DA achieved 42% of the vote, with the ANC second.
According to the agenda for Wednesday, those present at the council meeting would have to confirm whether it accepted the present executive mayoral system, combined with a sub-council and ward participatory system.
Council would then have to elect an executive mayor, speaker and deputy mayor in terms of the Local Government Municipal Structures Act of 1998.
Candidates are nominated at the meeting, and if only one is nominated, the person presiding must declare that candidate elected.
If more than one candidate is nominated a vote must be taken by secret ballot, with the candidate achieving the most votes being declared the winner.
If no candidate receives a majority of votes, the candidate who receives the lowest number of votes must be eliminated and a further vote taken on the remaining candidates, until a victor emerges.
Wednesday's meeting would also decide on the designation of full-time councillors and their allowances and remuneration.
The proposed salary for the mayor is an inclusive package of some R669 214, while those serving on the executive committee get R506 975.
Part-time councillors are to receive R221 108 a year.
