Nqakula disbands Scorpions

  • Cape Town - The Scorpions and the police's organised crime fighting unit would be disbanded to form a "better" unit, Safety and Security Minister Charles Nqakula said in Parliament on Tuesday.

    "The Scorpions will be dissolved and the organised crime unit of the police will be phased out and a new amalgamated unit will be created," he said during a debate on President Thabo Mbeki's State Of The Nation address.

    This would merge the "best experience" of the Scorpions and the police's unit under the aegis of a "single command and control point".

    He said this was part of a "holistic approach" to the revamp of the criminal justice system, which would have organised crime as one of its main priorities.

    "We need proper measures, better human and material resources to achieve our goals in the fight against all crime..."

    He said the ANC was not "reckless" in piloting a move to "change for the better" the strategies and tactics necessary to fight crime.

    "We are a dynamic organisation that has always seized the moment to rise to higher levels and that is why we continue to occupy the high moral ground," he said to howls of protest and jeers from some MPs.

    "A revamped criminal justice system must be able to deal with organised crime, investigation and arrest, imprisonment and sentencing, release and rehabilitation... There must be no mercy for organised criminal gangs."

    'Challenge of co-ordination'

    During her speech, Justice Minister Brigitte Mabandla said that a recent criminal justice system review had found "gaps" in the crime fighting chain.

    "It found as one of the big weaknesses a lack of capacity and poor co-ordination, and I must say that was a similar finding by Khampepe (the commission which investigated whether the Scorpions should stay independent of the police)."

    "We have to address this particular challenge of co-ordination," she said.

    At this point Speaker Baleka Mbete cut her off, saying that she had already allowed her to go two minutes over her allotted time since she was discussing a weighty matter.

    Mabandla uttered a startled "what?" and left the podium.

    So our president misled us AGAIN in his state of the nation speech. Why didn't he just say he was capitulating to the NEC and that the Scorpions were going to be disbanded.     Ok, Mbeki misused the Scorpions as him own personal intrument to try and remove Zuma. However, do not take away from them the 2000 convictions that they achieved ! They have done some good work. The police still need to re-instate the internal corruption unit Selebi removed, for obvious resons ! - Mbeki

    Scorpions became a law unto themselves, they investigated, arrested,and prosecuted suspect/s before even going to court via the media of course. They also allowed themselves to be used by different factions within the ANC to discredit one another.Jackie Selebi is one case in point whereas the President was quick off the mark when it came to Zuma.     Mbeki NEVER had credibility, the reason the NEC called for the Scorpions to be disbanded is that he used them for his own political gain, but failed to achieve his objective. The man doesn't care what happens next, he is so bitter he wants SA to go the Zim route. He said it himself theres no Mbeki legacy, every president has a legacy, his' is in shambles he prefers to say he's got none.     Mbeki has now sunk to an all-time low. Corruption is going to be unofficial government policy, and the way that business gets done in SA. Prepare yourselves for living in the Nigeria of the south. The "business unusual" actions (like using military medical corps somewhere in the north of the country, and "securing coal supply" for Eskom) are an indictment of the ANC government. Why weren't the problems addressed years ago? Answer: nepotism and cronyism. Expect that to be policy too. - MikeC

The only effecient,working crime fighting unit in the country gets shut down because they are actually good at what they do.     The only consolation I have is that the EU and US will not allow their investments to go down the drain, a lot is at stake here. Mbeki is going down, its time for them to do anything and everything to ensure that he doesn't take their investments with him. The ANC govt went out of its way to invite foreign investors and encouraged them to expand their SA operations, the likes of Daimlerchrysler, BMW, VW etc heed the call and NOW THIS.     What a sad day for all South Africans! Why was it a mission of the ANC to get rid of the scorpions? South Africa is fast becoming a lawless environment. I just can't risk the lives of my wife and children anymore. I have to move them to a safer place where they can work and play without the fear of being raped and slaughtered as a result of hate.     We have heard nothing untoward of substance done by the scorpions, but only a call to have them disbanded or incorporated into the SAPS! Have the top Brass in Govt. forgotten the very purpose this unit was introduced into the system or is this a grudge from the recent and unavoidable ongoing matter(s)? It must be remembered that the govt. has to better serve it's subjects in the fight against crime and not to nurse the fears of those with the habit of keeping cans of worms, ect,ect! - Richie
