Zuma supports 'shoot to kill'

  • Durban - Deputy Safety and Security Minister Susan Shabangu's controversial "shoot to kill" comment received African National Congress president Jacob Zuma's backing on Friday.

    Speaking at the KZN Institute of Local Government and Traditional Leadership Fundraising gala dinner on Friday night, Zuma said: "If you have a deputy minister saying the kind of things that the deputy minister was saying, this is what we need to happen."

    Zuma pointed out that police had at one stage been "asked not to shoot at criminals".

    'Criminals shoot police'

    "Because the fact of the matter is, criminals shoot police. Instead of talking at that level we ought to be seeing action that we are tougher on the criminals. That's the point I'm making.

    "What the deputy minister was saying is what we are to be doing is dealing with the criminals rather than talking about it."

    Shabangu, who was speaking at an anti-crime imbizo in Pretoria West, was quoted by the Pretoria News as saying: ""You must kill the bastards if they threaten you or the community. You must not worry about the regulations. That is my responsibility. Your responsibility is to serve and protect."

    While her comments have sparked outrage among some and received the backing of other, the issue of crime as been raised repeatedly at several functions attended by the ANC president in Durban and Richards Bay during the past two days.

    "You know, if you haven't experienced crime, you can theorise about it, but for those that have experienced it, it is a painful thing."

    Horrendous crime stories

    Zuma said he had visited the Cape Flats and had heard of several horrendous crime stories. He added that many of those who felt strongly about crime had been victims themselves.

    Addressing the media, he said: "I'm hoping that when you write don't sensationalise what I said. Use the words that say exactly what I say. I just hope the clarity is as clear as I put it."

    Earlier on Friday Zuma said that the issue of bail for those accused of rape and murder needed to be debated.

    "I don't think we have debated the issue.

    "Let us do something that favours the victim and not the criminal."

    Asked if he was personally in favour of rape and murder accused being denied bail, Zuma said: "I'm not saying its my personal view. I want to say that these things need to be looked at."

    Zuma cited a number of examples where members of the public had questioned him about criminals being released on bail.

    Human rights 'over-stretched'

    "I have not been able to give them answers. We over-stretch human rights sometimes," he said.

    He pointed out that once a murder had taken place a person's right to life had already been infringed.

    "We need to look at the things we do that don't favour the victim."

    He also said it was an "open secret" that murderers released on bail often interfered with witnesses.

    Education can combat crime

    Zuma said he believed that education could play a major role in combating crime.

    At the dinner, Zuma said that if the country could tackle crime, health and education many of its problems would be resolved.

    He suggested that remuneration in these three sectors needed to be addressed.

    "I don't think we should be afraid to pay for those services," he said.

    I guess Mr. Zuma is right to back the ministers but no need to kill. South Africa is still in a tough transformation stage and has been tremendously hurt by the former racists goverments. The authorities should always respect themthelves as well as the free democratic rules and there is no way fist to talk so bad from a minister and second there is no need to kill but to shoot to set off in order not to harm other people anymore.     Zuma shocked in this article. i mean he has wisdom on how to deal with crime. actually Zuma he is the revotionslist, but at this moment he can't be our president. o think Zuma should become the minister of prisoners. kick Ngconde Balfor or charles to take his position in 2009.And Susan Shabangu must kickout Mr Thabo Mbeki to become our president in 2009. go mushinwethu go!!!!!!!! shoot to kill.     Says Urs Wernli, who can quietly slip back to Switzerland at any time he so wishes, leaving the rest of us in the lurch! As a matter of interest, Switzerland has some 420,000 assault rifles stored at private homes, mostly SIG 550 types. Additionally, there are some 320,000 assault rifles and military pistols and there are several hundred thousand other semi-automatic small arms in private possession.     Not too far away, is a country blessed with peace and plenty. Botswana, a shining example of Democracy with a water tight constitution ... Where does SA get off with the whole "WE have a second-to-none Democracy"? Wake up SA, I spent 18 months in prison for a crime I commited, i deserved it ... but let me tell you, prison in SA is a party, you go in and come out better trained to commit a crime AND get away with it, SA needs to toughen up, victims die and criminals go free. - Jason Nel

    Good Minister ,shoot to kill For organizations still looking for votes next year will try to condemn the statement by the minister and the ANC and will mask this as a violation of the constitution. The truth is wait until the criminal kills your loved one, rape them and go free ( due to so call lack of evidence) then you will know that we need to do something about crime.     Swiss national? We would have enjoyed your comment if you were educated. It seems you lack a lot of it when one looks at your spelling. I must admit that English is also not my strong point but rather Portuguese. The government wants to know what the public is doing about crime. There is not a lot you can do if the police are told not to shoot and weapon licenses are very difficult to obtain. Mr Zuma is stating the obvious. Any South African will automatically kill those which are threatening the life of their family. Thanks Mr Zuma we are already doing for the last 14 years.     As a Tax payer and law abiding citizen and vitcim of criminal activity, i strongly support Mr Zuma and Susan Shabangu's comments. We cannot live in a country where criminals attack the very same people whom are to protect us, even a recent incident of taxi drivers beating up a metro police officer is totally horendous. If the police do not kill in order to protect then what role do they play in society and where are our taxes going to if there is no visible change as far as security is concernedS - luthando dlamini

    I have been to Switzerland on a few occasions and was always delighted in the naive relatively crime free country. So I guess it is difficult for you to understand the fear that we live in. Our government went to extremes with regards to human rights to the point were law abiding citizens have been deprived of our rights. What I am saying is that we are returning from one extreme to a level of normality. Too late for a lot of victims though. - Doorboot

    I'm somewhat suspicious of Zuma's strong comments on crime and punishment. He is certainly saying what people want to hear. But, the proof is in the pudding, isn't it? Well done to both Shabangu and Zuma for speaking out... now if we can only see the theory in practice.     Way too late to realize that most of the intelligent people have left. You can not stop a speeding train that easy. How will you explain to your children and grandchildren that you screw the only chance you had because of greediness. We do not love our neighbours as commanded. You will have trouble to explain that to the next generations. But then, I do not think they will know the difference anyhow. Who will you then blame? The intelligent people who have left for safer countries and more job opportunities? Just remember you are supporting the outflow of good talent and experience with the current policies.     Now living in the US I would do anything to go back and have my kids have the life their that they are having here. I do think that no bail for rapists should be clarified. I think it should be no bail for violent rape. I have seen to many 'Date Rape' situations where the girl tries to spite some guy, and it never happened. But if there are signs of violence such as guns scratch marks and breaking in then NO BAIL... Now all he must do is address Telkom and Eskom and I will vote for him. - Chris
