Iraqis plan national congress

Baghdad - Iraqi leaders agreed at a US-sponsored meeting here on Monday to hold a "general national congress" within four weeks to set the rules for a post-Saddam transitional government.
The resolution from the day-long meeting of 300 Iraqi political leaders said the congress would likely be held in Baghdad and "spell out the rules to form a transitional government."
Another resolution, also read out by delegate Moufak Roubai, stressed that the US-led coalition had a responsibility "in maintaining security."
