'No order to abuse prisoners'

Washington - The general investigating US abuse of Iraqi prisoners on Tuesday told lawmakers he found no policy of mistreatment or order to guards to abuse detainees.
"We did not find any evidence of a policy or a direct order given to these soldiers to conduct what they did," he said.
"I believe that they did it on their own volition and I believe that they collaborated with several (military intelligence) interrogators at the lower level" he said.
"We didn't find any order whatsoever, sir, written or otherwise, that directed them to do what they did."
