Killing someone is a God decision. Generally speaking, only God (the Giver of Live) can know when a human life is of no further value to anyone. For that reason, the death penalty is generally morally unacceptable and hypocritical.
However, "government" necessitates an important exception to the anti-death-penalty rule. No One-Ring addicted "king" (or Prez) ever gives up Power voluntarily. Until he is dead, his followers will cause trouble. Hence the wisdom of the hanging.

1) many of us have family in Iraq or Afghanistan that need our support
