Bush declares storm emergency

Washington - US President George W Bush has declared an emergency in the state of Oklahoma, releasing federal aid to help dig out from four days of snow, ice and floods, the White House said on Monday.
At least 13 people have died because of the storms that gripped the US Midwest, causing traffic accidents and downed power lines.
Bush's decision, announced in a White House statement, puts the federal emergency management agency (FEMA) in charge of all disaster relief efforts in Oklahoma, one of the hardest-hit states.
Fema - widely criticised for its response after Hurricane Katrina caused flooding in New Orleans in 2005 - will be responsible for moving equipment and other aid to Oklahomans who need it.
