N Korea nuke not shutting down

Seoul - A senior North Korean official has rejected a US nuclear envoy's call for Pyongyang to start shutting down its nuclear reactor before a financial dispute is resolved.
North Korea agreed at international nuclear talks in February to shut down its atomic reactor by mid-April, but has refused to act on its pledge until it receives funds from a Macau bank that were frozen after the US blacklisted the bank in 2005.
"From the beginning, our position has been consistent" that the North will close the Yongbyon reactor only after getting the $25m being held in Banco Delta Asia, Kim Myong Gil, a minister at North Korea's mission to the UN in New York said by telephone.
"There is no other way."
