    FRANK DU TOIT writes an open letter to NERSA (National Energy Regulator of SA): You are a monopoly and any increase in electricity will have a profound affect on our living standards without us having alternative choices, because you are an essential service.

    We are dependant on your electricity supply and therefore prices should be capped to the inflation rate.

    Why is it that the municipalities can make money from buying electricity from you as their supplier, but you are not able to make money?

    Two factors would make a significant difference to your profits and help in keeping costs down. Firstly, all consumers should be treated the same.

    The problem with transformation is that electricity is free to the disadvantaged.

    It is charged to the disadvantaged, but they don't have to pay for it. These bad debts should be the government's responsibility, which is a poverty debt.

    The focus on geysers for load shedding is also unfair, as it is the "free - not paid for" electricity consumers who don't have to economize, who can use electricity to their heart's content. They should be targeted too!

    Secondly, a lack of skilled employees increases the cost of electricity. The transformation policy has meant that you recruit staff on colour and not necessarily on merit.

    Eventually, it must catch up with you and the consequences are the hikes in prices. Our Sports Minister has rolled out the ball with his "Quotas are out. Expose everybody; give them an opportunity." A President's Council member says, "We want the best man for the job, build on strength."

    It is time that this sports model is applied to all aspects of business. There is an acute shortage of skilled black people, so you must consider employing skilled people of other races if you want to provide an efficient service.

    The country's growth is only 5%, which means demands for electricity should easily be handled without any price hikes. The Government has baled out SAA with some R700 m. You have a strong case for assistance such as interest free capital loans by using your essential service, transformation and growth sales pitch.
