    'Failure to spend - a shock'

    THE members of the Seaview Ratepayers Association write: We read with a sense of utter dismay the lead article of the DistrictMail about the failure of the Council to spend its annual budget.

    Our organisation and others have agitated greatly for the upliftment of marginalised communities and the maintenance of much needed infrastructure, to only now be shocked and totally flabbergasted about the current status quo. We would wish to hear or read from the municipality a denial in this regard, but when one of its own councillors is the source of this report, it sends out alarm bells to the broader community at large. It beggars belief that, with the dire needs within all our communities, constant refrain of not enough available funds from official sources, budget cuts and the like, that this scenario could exist.

    We have also read in the past that there is a relative scarcity of qualified personnel within Council ranks, but then we expect the elected representatives to ensure this scenario to have been addressed a long time ago. We call on Council to come clean and be transparent in relaying to its constituents what the status quo within Council is.

    This is a situation which impacts on our everyday lives and the quality of it. There are a number of initiatives which easily come to mind and which we realise can be easily addressed without much needed technical expertise and where these unspent funds could be easily channelled to. If this calls for a reprioritisation of budget allocations, it would be greatly feasible instead of these monies being lost if unspent before the end of this financial year.

    We reiterate that we are stunned at this current state of affairs and cannot fathom how this situation can exist and worse still, continue to be the order of the day.

    Instead of now wishing to be labour the blame, we would however wish to seek Council to address this issue in conjunction with its constituents. Our call is to be informed from official sources around this abject state of affairs.
