Bear in mind that I am talking about licence renewal.
They already have records of my licence, my ID, my fingerprints, my signature, my address and others.
All they should now need is a certificate from a professional optician to verify that my eyes have been tested and that I am still visually able to drive a motor car. I could post the certificate to them with my renewal fee and they could post my new licence card to me by registered mail.
It would save the country billions in lost man-hours and lost productivity.
