Lisa, I'd like to clear something up for you. You caused your dog's death. As a dog owner you are responsible (legally and morally) for keeping your dog under control.
Just to be clear: Your fault.
Not the drivers of the cars. Not your sister. Not your Mom. Not the previous regime nor indeed your childhood or anything else on which so many people are so fond of hanging their problems.
Your fault. No one else's. If you had taken the dog for training or even a walk at some point, it would have had some knowledge of the danger of busy public roads, and might not have just run off on an adventure.
You should have chased the dog and got it home safely instead of letting it roam free in public. Under the law if the dog had caused a crash or any other damage, you would be liable.
You ask how fast the driver was going to not avoid the dog.
The answer, dear pathetic girl, is that the driver would have no chance of avoiding a charging fox terrier at 20 km/h. Try thinking (it's not difficult: really - try it).
If you can't prevent it escaping, what chance does a driver have of reacting?
Yes, he should have stopped. Stopped to give you a bill for the damage to and cleaning of his car and to report you for negligence at the nearest police station.
You may think I am a dog hater, but no. As a result of idiotic, irresponsible, pathetic dog owners such as yourself, I am unable to take my beloved dog out to many public places.
Why? Dogs are banned because 'dog lovers' like yourself allow dogs to run wild, jump on people, dig in other people's beach bags, mess all over the place and generally make a nuisance of themselves.
Please do the dogs of this world a big favour and do not get a replacement for dear little Roxy until you grow up and are prepared to actually look after a dog.
