Ward committee elections

2016-11-16 06:01

RESIDENTS now have the opportunity of having their say regarding local matters as they vote in the ward committee for the next five years.

In terms of the Constitution, all municipalities must elect from its residents a ward committee to consult and advise the municipality - through the ward councillor - on the needs of the people within each ward.

Sunday 20 November has been set aside for the election of ward committees across all 110 wards in eThekwini Municipality.

The venue for the Ward 97 elections will be the circus site, Civic Road in Amanzimtoti.

Residents must have their green bar coded SA identity document or the new Smart card - no passports and/or drivers licences will be accepted as the requirements for participation aligns with the same requirements for a local government election and all participants have to reflect on the voters roll.

Programme for the day:

8am - 9.30am: registration and verification from the voters roll

10am - 10.30am: opening and explanation of the election process by presiding officer

10.30am - 11.30am: nomination process

11.30am - 12.30pm: voting (where there are more then 10 nominations)

12.30pm - 1.30pm: counting of votes

1.30pm - 2pm: announcement of results and closure

The following portfolios (that in turn aligned with the municipality’s section 80 committees) are expected to be reflected in ward committees: job creations and skills development, solid waste, roads and stormwater, land reform and food security, safety and security, water and sanitation, sport and recreation, health, housing, youth and vulnerable groups.

Irrespective of being diverse in terms of race, equity and skills, elected members should also be spread across the ward in terms of demographic - Ward 97 would thus comprise:

Illovo Beach/Panarama park, Winklespruit, Warner Beach, St Winifreds/Astra park, Illovo Glen, Doonheights/Shulton park, Doonside, Amanzimtoti central (Isundu road west), Amanzimtoti Berea/Ezimangweni, Amanzimtoti lower highway.

The 10 elected residents in conjunction with the ward councillor, would then identify an individual from each of these areas to align with their specific portfolio, thus enlarging the ward committee component to 110 people (elected ward committee member as chairperson).

The respective committees are further expected to meet on a monthly basis to collate portfolio specific information from across the ward that should in turn be presented (with recommendations) for debate at the monthly meeting under chairmanship of the ward councillor.

Only the resident elected at the ward committee elections would, however, be compensated with a stipend of R1 000 per month in lieu of out-of-pocket expenses while the sub-committee would consist of volunteers.
