THE Harry Gwala Municipality Mayor and the provincial chairperson of South African Local Government Association
(Salga) in KwaZulu-Natal Mluleki Ndobe led a delegation of KZN mayors to the first inaugural national Salga Council of Mayors.

The two-day event took place in Cape Town last Thursday and Friday.

This Council of Mayors came about after the national Salga conference was held last year.

Speaking to Fever after attending the event, Ndobe said they focused on the role of local government in the new urban, global and local agenda in strengthening local government to deepen democratic participation and accountability, providing basic services, promoting sustainable development and contributing to co-operative governance.

“We discussed the financial sustainability of local government and fiscal equity, economic and infrastructure development, municipal demarcation and its impact on good governance and municipal sustainability.”

He said they discussed building a capable, service-orientated and accountable local government system, energy and sustainable solutions for local government.
He said in all these topics the Council of Mayors emerged with clear and concrete resolutions that seek to take forward local government.

“Discussions were robust, candid and frank, and among other key resolutions, the reviewing of funding models to municipalities to eradicate infrastructure backlogs, make special allocation from municipal infrastructure grants to deal with issues of operation and maintenance of infrastructure were discussed,” said Ndobe.

He said they spoke about providing more bulk services for water and sanitation as well as other infrastructure projects to enhance investment in towns, dealing with the effects of climate change and continuing with programmes of reducing carbon emission, consider the standardisation of allowances and benefits of councillors with their counterparts in national and provincial government and improve the welfare and protection of councillors.
