‘Municipality without a manager is a disaster’ - EFF

THE Economic Freedom Fighters (EFF) criticised the Greater Kokstad Municipality council for not employing a municipal­ manager­.
According to the party the municipality is going to experience a “double blow of bad consequences” [because of this].

This is the third month since former municipality manager Zamokwakhe Mkhize’s contract expired. Nyaniso Msiya is acting municipality manager.

Harry Gwala Regional EFF Commissar Dumisani Dlamini criticised the municipal council for not being serious about the growth of the municipality.
Dlamini also pointed fingers at municipality­ councillors for allowing managers to do as they wish without following correct processes.
“EFF has been observing that councillors have been giving managers orders and if the manager refuses to accept the orders, he is shown the door to leave the municipality. Municipal managers are not given the chance do to their work without political interference.”

Dlamini added that managers act as puppets to save themselves.
“There are managers within the municipality who have been used to doing things incorrectly, but who have been thrown away like condoms later when they refuse [to follow orders].

“In this term [from 2011] the municipality­ has had at least four managers, for no good reason. Managers­ must be given the right to execute their duty and establish their long-term goals.”

Dlamini said Msiya is working under pressure because he has to deal with municipality staff demands and also achieve his long-term goals.

“He can’t have long-term goals because he is acting [manager]. On the other hand, council is expecting him to perform well. Shame on him.”

Recently municipality workers, under­ South African Municipal Workers Union picketed outside the municipality offices in Hope Street demanding that temporary staff be employed permanently.
Shop steward Teboho Makhupane said the acting manager cannot address workers’ demands appropriately.

“An acting manager will always say he is new in the field, that he doesn’t know our problems. As workers we want council to appoint a manager.”

Before the end of the month council is due to sit, however, it is not clear whether the issue of appointing a manager will be tabled.
Municipality spokesperson Sabelo Ncwane said the municipality is functioning well without any difficulties under an acting manager.
He said when council decides to appoint a manager the post will be advertised.
