Municipality advised to fill vacant posts

THE Msunduzi Municipality has to ensure that its control systems are in place if it wants to maintain a clean audit for its 2015/2016 review from the Auditor-General.

Addressing the full council at council chambers, the Auditor-General said there has been a steady improvement from the municipality since 2012.

The municipality was cautioned to guard against material losses and impairments as both electricity and water losses amount to over R150 million for 2014/2015. Electricity distribution losses were at R117 million. The municipality was warned for the non-expenditure of the grants. For 2014/2015 there was R108 million in unspent grants.

An area which was of great concern was the vacant posts in the human resources department.

“An area which is a concern is the issue of human resources management and the vacancy rate. The vacancy rate affects internal controls and affects the municipality’s ability to collect debt. Necessary action must be taken to address this,” said the AG.

To maintain a clean audit the municipality was advised to have an effective review of controls and to hire competent people in the right jobs with the right qualifications.
