Source of ongoing fuel theft identified

THE cause of years of fuel theft that has not been attended to at the Msunduzi Municipality has been linked to the lack of an oversight role, which includes checking daily fuel forms by managers at the infrastructure department.

The oversight role, according to the recent infrastructure services department records, is the responsibility of the store manager or the store controller.

This is highlighted in the municipality’s February 2016 internal audit report.

The item ranked high among identified risks which affect the credibility of the municipality and causes material financial loss.

The audit was based on forms audited from the municipality’s electricity, Duall Road and parks and recreation business units.

The report states: “In terms of best practice, a more superior person should perform daily, weekly or monthly review of what has been captured onto the system by the junior staff, to ensure the accuracy of data produced by CAMIS system.

“Theft of fuel may occur due to daily fuel forms not being monitored by the stores controller or the manager resulting in financial losses.”

The agreement reached was that the petrol supervisor was appointed to manage the purchasing­, issuing and monitoring of fuel and that the manager for logistics and stores will print the daily fuel reports on a weekly basis to be checked against the daily fuel slips in order to verify correctness.
