40 years’ wait, but City calls it 6

A woman who says she has been on the housing list for 40 years is fed up of waiting.

Fatima Hati is despondent as she has not yet received a home, although, she says, she has been on the housing waiting list since 1975. Now the City of Cape Town says that its records only show her on the list for the last six years.

Community worker Abe Braaf says Hati approached him to help her.

“This woman has been on the waiting list for so long but has not yet received her house. She just wants answers as to why this is taking so long,” Braaf says.

According to Hati and Braaf they follow up continuously but never get proper answers. “People who have been on a waiting list for less than ten years have received homes already. This does not make sense and Hati wants answers,” Braaf adds.

According to Braaf he has done his own research on the matter and getting assistance has proven unfruitful.

“We just want to know what the delay is so she may have peace of mind.”

Benedicta van Minnen, mayoral committee member for human settlements, confirms Fati is on the housing list, but “the City’s records show that she has not been on the waiting list for 40 years”.

According to City records Fati applied in 2009. Van Minnen says she will not receive a house in New Horizons.

Van Minnen also says Hati has not been set back on the waiting list according to the City’s records. She has advised Hati to have her records updated. Van Minnen adds that there is no estimated time for applicants to be on the waiting list.

“There are a number of factors that influence the length of time an applicant waits and this includes the amount of time the person has been on the waiting list, the catchment area where the potential beneficiary is located, the number of units to be built and the percentage split in allocation of beneficiaries within the catchment area and outside the catchment area.”
