Property gets green light

An application for the development of apartment complexes, semi-detached homes and duplexes in Heathfield has been approved.

The development at 38a Rochester Road will be constructed at a cost of R85m.

Howard Fisher of DNL, the developer, says the property is currently used solely for residential purposes with the main house occupied by the owner.

The cottages are inhabited by some of the owner’s employees.

“The property is located within easy reach of the main arterial and due to its extent and location attributes the property offered a lot of possible development potential,” he says. Fisher says that a negative factor in terms of future sales or development demand is that the property is inhabited by some of the staff members, some of whom have been living there for more than thirty years.

“This might cause some delays in the development,” he says.

Open space

In a meeting of the spatial planning, environment and land use committee meeting held last year in which the application was tabled, councillor Brian Watkyns said that he was in favour of the development.

He pointed out that in the past, in every case in which the committee had considered a residential development that included public open space, the committee had required that some residential units face onto the public open space for security reasons.

When he looked at the development layout it appeared that there were no units that faced onto open public space. He said he would like to have the layout changed so that open areas would be located where children would be able to play safely.

Fisher says these changes have been made to the plans ensuring that there are open spaces.

“The apartment complexes will overlook the Diep River, therefore residents will have a beautiful view,” he says.

Fisher further says that they will have a “soft launch”in the coming weeks to see whether or not they have enough potential buyers before any construction begins.

“We would like to start preparing the land for development in the next two months. However, this step depends on the interest we receive as well as when we have finalised the transfer of the property into our company,” he says.

PotentialFisher says there are many steps which need to be taken before any construction begins, but the developer hopes to provide a secure, safe and upmarket development to the community.

“The property has a lot of potential and this is what I saw the first time I set my foot on it. With great views, security and the natural surroundings it makes a beautiful place to reside,” he says.

The development will take place in stages, but Fisher says they hope to have it completed within a year
