Subcouncil refuses educare

Residents of Bamford Close in Crawford have had their voices heard after an application for an early childhood development (ECD) centre in the area was refused by subcouncil 17.

An application for the rezoning of 5 Bamford Close was brought by Estelle Fortuin, whereby the 363cm2 erf would be transformed into an ECD centre to accommodate 35 children.

However, during Thursday’s subcouncil meeting at the Dulcie September civic centre in Athlone, the subcouncil made the decision to follow the recommendation of Magedien Davids, councillor for ward 48, to refuse Fortuin’s application.

Fortuin had hoped to open the centre after gaining experience abroad in the United States and New Zealand.

She had hoped to provide a programme for children with a wide range of educational experiences between 07:00 and 18:00 during the week. The application also made provision for a small parking area to alleviate any concerns related to traffic congestion.

However, the application was met with disdain as the Bamford Residents’ Association filed a petition objecting to the application.

The overriding reason for the objection was to keep Bamford Close accessible to residents as well as to maintain the peaceful and tranquil environment it currently enjoys.

Subcouncil 17 cited that the application for the ECD centre in Bamford Close “does not comply with the requirements for a large scale ECD centre in terms of the ECD policy”.

Another reason for refusal of the application was that the development of the establishment would bring an increase in the noise levels in the quiet street, while the fact that it would be situated in a cul-de-sac would only add to traffic congestion.

Fortuin would have been able to have an application for a small-scale ECD centre granted if she had reduced the number of children to cater for while also opting to live at the property herself while running the centre.

“If the facility reduced its number to 34 children, compliance with the small-scale ECD requirements, in terms of the ECD policy, is also not possible due to the lack of a residential component.”
