Your article “Overtime to help long lines” (at the Fish Hoek traffic licencing office) quotes Johan van der Merwe, Mayco member for finance, as stating that these queues are caused by the Fica process and card payments.

It is utter nonsense to blame card payments; any restaurant or supermarket owner will tell you it is quicker to take payment by card than in cash.

The problem is purely and simply Fica. How ridiculous it is to apply the Fica process to vehicle licencing.

This is about the most cack-handed, inefficient way of going about I can imagine.

Why not simply have the police email the licencing office a daily list of stolen vehicles? The licencing office computer could then automatically check each application to see if that vehicle is on the list. Job done.
