Russell Damon is the new community liaison officer (CLO) for the Heideveld Housing project.

Damon’s duties will include overseeing the remainder of the project until its expected completion at the beginning of next year.

Damon replaces Ivan Wrenn, who was relieved of his role in the project by Mellon Housing Initiatives (MHI) last month, as reported by People’s Post (“Housing needs liaison,” 23 May).

“The new CLO has been appointed and obviously came through the system via the subcouncil,” says ward councillor Anthony Moses.

“The successful candidate according to MHI and the project manager of the City of Cape Town is Russell Damons.

Damon lives adjacent to the site where the houses are being built and will oversee the final portion of the project as well as see to the latent defects in houses on the current two sites of the project.

“We would also love him to help with the subcontracting within the area, because they must come through the subcouncil system,” adds Moses.

He says that they have employed a local subcountractor who is also helping to drive the project within the area from the current site of the housing project.

“However, the challenge we have is that people must understand that we want to have local enterprises in the project, but we cannot have a situation where the local enterprise wants to run the whole show.

“If there are other subcontractors within the ward that come through the subcouncil then they must be allowed to work on the project.

“It is not just a one-man entitlement to the project,” he says.

He says that he hopes Damon can resolve the current situation with the subcontractor.

“What we have had is that one of the subbies feels that they need to run the whole show and that is not how it works in terms of the City processes.

“I have made it clear to the contractor as well as the project manager. We have met with the local subbie, to say that our primary function is to see that people get into their houses,” says Moses.

“We cannot have a situation where one person dictates to us how we must run things.”
