Road upgrade near final phase

The ongoing upgrades to roads around Heideveld are nearing their end with the final phase set to get underway.

The upgrades include the reconstruction of concrete roads, sidewalks and walkways and installing brick paving.

The previous phase of the project was completed on schedule in May.

The fifth phase of the concrete road upgrades in Heideveld has been hampered due to the contractor which was initially given the tender.

Ward 44 councillor Anthony Moses says that due to this contractor’s poor performance, the City’s transport and urban development authority terminated the contract.

“They gave the contractor time to get to best performance, which has not happened. We followed legal processes to terminate the contract.

“What is going to happen now is that we are going through the tender process again where we will have to look at another contractor who can take the project forward and complete the final phase of the project,” says Moses.

The previous contractor was only responsible for one phase of the upgrades project, which means that there would not have to be any remedial checks, since the project never started in earnest.

“We picked this up early in the project, but it also shows the necessary processes which are in place if people don’t perform according to the standards which are required. There are measures in place to deal with those types of contractors.

“It is important to state that we don’t lose all the money which was allocated to the project. The only thing is that the contractor will be penalised through the necessary claims, but that is another legal process,” says Moses.

People’s Post reported on previous upgrades that took place in and around the Heideveld sports complex as well as around Heideveld Avenue (“Speeding drivers get red lights”, 10 November 2015, “R26m pumped into road”, 15 November 2016).

The fifth phase of the road upgrade project is a portion of Heideveld Avenue, Simonsberg Road, Zuurberg Road and Amatola Crescent in between the council flats.

“Currently they are on site, implementing the raised intersections at the corner of Fifth Street and Heideveld Road, which will be finished by the end of the month.”
