Mdabe presents budget for new financial year

ILEMBE District mayor Welcome Mdabe presented the 2015/2016 Integrated Development Plan and the current council’s last budget ahead of next year’s local elections.

The mayor’s state of the district address spoke about good governance being the key to ensuring that services are delivered and the district “achieves the goal of clean government”.

He lauded the district’s management structures and committees saying that their functionality and quality of work had prompted KZN Cogta to approach the district with a proposal to pilot the Intermunicipal Co-operation programme.

Mdabe said that the district is committed to the Back to Basics programme and the principles it espouses. He said that the district would continue to prioritise its people and constantly consult with them to ensure that it continues to serve communities.

He said that the prevalent rate of HIV/Aids related deaths, new infections as well as TB is alarming “despite the various programmes and collaborations and efforts the district undertakes within Operation Sukuma Sakhe.”

Mdabe said that the district would focus on ensuring that war rooms and ward-based structures are revived so that these can effectively deal with challenges in the health sector.

Speaking about the district’s development agency, Enterprise iLembe, Mdabe said they are currently working on projects including hydroponic tunnels in all local municipalities; vineyard/winery projects; national schools nutrition programme; agrihubs; tourism promotions programmes and attendance to exhibitions; bio-diesel project; broad band project and the Swiss government partnership.

He added that the district is involved in and considering other projects namely the Ballito ICC, Ballito Industrial Park, Nonoti Beach Resort and the iLembe Techno Park.

The districts Medium Term Revenue and Expenditure Framework totals R1 billion and R590,9 million has been allocated for operational expenditure with R424,4 million allocated for capital expenditure.

R36.5 MILLION HAS BEEN ALLOCATED FOR THE MAPHUMULO/ KWADUKUZA WATER SUPPLY AND R40 MILLION FOR THE BALCOM KWA

SIZABANTU WATER SUPPLY.

THE NDULINDE WATER SUPPLY WILL RECEIVE R18 MILLION AND THE MACAMBINI WATER

SUPPLY R54 MILLION, R 2 MILLION FOR THE NYONI BULK WATER AND R20 MILLION FOR THE KWACHILI SHANGASE WATER SUPPLY.

He said: “The municipality relies on grants for the eradication of backlogs through development of infrastructure and basic service projects such as bulk water infrastructure, sanitation, improvement of rural transport service, sport facilities and refurbishment of aging infrastructure as well as job creation through the expanded public works programme.”
