Council to establish Regional Sporting Complex

KWADUKUZA Municipality will enter into a Memorandum of Understanding with the Department of Public Works in relation to the leasing of a portion of property at the Stanger High School for the purpose of building a regional sporting complex.

The cost related to the development and refurbishment of the proposed facilities will be borne by the developer of the golf course development project, which will accommodate the municipal civic centre and shopping mall. As part of the agreement the property developer, who was awarded rights to develop, has a legal obligation to replace all the sporting facilities that would be lost due to the imminent development. The municipal council passed a resolution that ensures that proceeds from the sale of the golf course shall be ring-fenced for the purpose of investing in establishing a regional sporting facility.

The municipality has identified Stanger High School’s sports facility as the most suitable location to accommodate the replacement of the facility that will be moved from the Stanger Recreation Grounds due to its proximity to the central business district.

The property in question is owned by the KZN Department of Public Works and administered by the KZN Department of Education, whilst the Stanger High School governing body is then responsible for the daily maintenance and upkeep of the facility.

It is against this background that KwaDukuza Municipality has approached the KZN Provincial Department of Education, Stanger High School (governing body) and the Department of Public Works to hand over the “obsolete and defunct” school sport grounds for the purpose of refurbishing the facilities, and establishing new and improved sports and recreation facilities to be used by the public and the school.

The short to medium term solution is to enter into a lease agreement with the Department of Works whilst the Municipality is finalising the feasibility of establishing a Regional Sporting Complex accommodating various facilities. The municipality placed on record that to this end the state of the art cricket pitch at Gledhow has been completed to the satisfaction of the municipality and iLembe and the District Cricket Union. The other facility which is the soccer field in Shakaville is almost 80% complete.

In line with the above-mentioned obligation the developer at his cost will be constructing the rest of the facilities at the Stanger High School grounds. The facilities to be constructed include a 400m tartan athletic track, a cricket oval practice pitch, a functional swimming pool, ablution facilities, soccer cum rugby fields, change rooms, tennis, volleyball, netball and basketball courts.
