iLembe and Mandeni receive clean audits

THE iLembe District Municipality and Mandeni Municipality are among 22 other public service entities that KZN MEC for Co- operative Governance and Traditional Affairs (Cogta), Nomusa Dube-Ncube, congratulated last week for receiving clean audits from the Auditor-General for the 2014/2015 financial year.

“This is indeed a momentous and milestone occasion for our sphere of local government. This is a moment when our chests swell with pride and our hearts are filled with a sense of accomplishment, particularly as we mark the 15 years of democratic local government,” said Dube-Ncube

Furthermore, this strong audit outcome is an all-time record for the province’s government, she said.

“In real terms, the number of clean audits in municipalities has increased from 13 to 18 since the previous year. We are the province with the highest number of municipalities in the country and for three years running, we are doing well,” said Dube-Ncube.

The MEC said this outcome can be attributed to the diligence of provincial government and mayors throughout the province.

She further credited the political and administrative leaders in municipalities which, she said, are in the forefront of putting in place and implementing the basics of good governance.

“We are pleased to report that our municipalities and municipal entities that had obtained clean audits are proof that our Back to Basics programme is yielding positive results.
“Our municipalities have truly gone ‘back to the basics’ of clean governance, financial management and optimal service delivery,” said Dube-Ncube.

Mandeni mayor, Siphesihle Zulu, expressed satisfaction with the clean audit report.

“I am pleased that our municipality has received a clean audit report for two consecutive years,” he said.

He said the municipality is ranked sixth in the province in terms of the Integrated Development Planning (IDP) credible rating.

“This shows that the planning team that we have is putting strategic emphasis on matters that are raised by the community. Our IDP is practical and implementable and has managed to attract a lot of funding from various departments, agencies and private funders.

“Once again we received a clean audit from the Office of the Auditor General for the second time and have ensured that our processes and systems meet the compliance legislations which ensure the effective delivery of services to our communities and stakeholders within Mandeni. This clean bill of health from the Auditor General is a key indicator of the municipality’s commitment to ensuring that service is managed in an effective, efficient and economical manner.

“Our focus in this regard is to continue to maintain a clean audit for the future and link our sound financial management with rapid service delivery on the ground. This will be done through increasing council oversight, strengthening internal controls and accountability and also serious consequences for non-adherence to approved procedures.

“The strategic planning session with our council has resulted in a service delivery plan which is already being implemented in all seventeen wards in Mandeni.

“The plan is not an overnight fix but a short, medium and long term plan to ensure that all communities within the Mandeni Municipal area receive quality services from the municipality,” said Zulu.
