THE executive committee (EXCO) of the Mandeni Municipality assembled at the Ocean Reef Hotel in Zinkwazi recently to reflect on the activities that have occurred in the first six months of the 2016/2017 financial year.

Political and administrative leadership used mid-year departmental reports, and the annual report to look at what has occurred within the municipality thus far and also to chart a forward for the rest of the financial year.

“We are confident that this is going to be a year of triumph for the Mandeni Municipality considering the commitment that has been pledged by the municipality’s officials and by all the recently sworn in councillors. This year we want to close all the gaps that we have seen during the previous years in terms of service delivery,” Mandeni mayor Siphesihle Zulu said.

He appreciated and acknowledged the contribution made and the role played by the previous council in terms of service delivery.

“They left our municipality functional with a good governance record because under their tenure the municipality managed to obtain clean audits for three consecutive years,” he said.

The mayor said he is pleased that the position of manager of community services has been filled even though it took a considerable amount of time to do so.

“Over and above that, I’m happy that Mr Dlamini who filled this position was born and bred in Mandeni because this shows that the belief that individuals born from our area cannot occupy managerial positions within our municipality is nothing but a myth,” Zulu said.

Among other things discussed at the gathering, the municipality’s EXCO noted that the municipality has managed to achieve its objectives of insourcing Information Communication and Technology (ICT) by employing three new staff members who would be responsible for this.

Furthermore, EXCO noted that the municipality would continue with implementing its staff training programme which will also include the training of councillors this year. Additionally, EXCO noted that the municipality will continue with implementing its staff disciplinary codes as guided by the relevant policy and legislative frameworks.

The EXCO team recommended that the mid-year budget and performance assessment be approved for submission to the council by 31 January and that the preparation of the adjustment budget should begin soon. Other recommendations included that EXCO should consider the updated risk register, that EXCO resolves to recommend the adoption by the council of the updated risk register, and that the proposed Auditor General Action Plan be reviewed and approved by EXCO.
