THE KwaDukuza municipal council unanimously resolved during a special council meeting last Tuesday to re-appoint Nhlanhla Joshua Mdakane as municipal manager for a period of five years with effect from 1 February.

“Council noted all selection processes and supporting documentation, which is the basis for the recommendation of the candidate to be appointed. Council also took note of the competency assessment results of candidates, which placed Mdakane on the superior level, meaning he exceeded basic and advanced levels. All other legislations applicable to the appointment of senior managers in municipalities as governed by the Constitution of the Republic of South Africa form part of this appointment. The mayor of KwaDukuza Municipality will be delegated to enter into the five-year contract with Mr Mdakane,” a statement issued by the municipality reads.
KwaDukuza mayor Ricardo Mthembu welcomed Mdakane’s appointment saying his re-appointment will contribute to continued stability within the municipality and add strategic impetus to the long-term goals of its service delivery.

“We firstly wish to congratulate Mr Mdakane for being re-appointed to the post of municipal manager for KwaDukuza Municipality. We have to recognise his contribution towards the stability of our administration and service delivery for the past five years. We hope that he will take into consideration our resolve as council. It will obviously be a good stride for council if he agrees to what has been pronounced based on the results of the assessments of all candidates. This step would ensure a stable administration and contribute towards the long term strategic goal of council in the implementation of key service delivery programmes,” said Mthembu.

According to the municipality’s statement, should Mdakane turn down the re-appointment as municipal manager, then the post will be re-advertised with the same requirements and content.

“Once appointed, the municipal manager will submit the council’s decision to the MEC responsible for Co-operative Governance and Traditional Affairs as per the 2014 regulations,” the statement reads.

According to the statement, Mdakane, as the new municipal manager shall, upon acceptance of the offer, enjoy benefits and allowances as determined and prescribed for by relevant prescripts of Council, DCOG and COGTA and other legislation applicable to municipal managers.
