27 000 cops 'can't shoot'

Johannesburg - More than 27 000 police officers on active duty have failed firearm proficiency tests, the Sunday Times reported.

This was according to a performance report dated December 14 2011 by the SA Police Service's internal audit unit, the publication said.

The report said the majority of those who failed the tests were operational officers "who were supposed to carry their official firearms on a daily basis".

The Safety and Security Sector Education and Training Authority - which is the body tasked with issuing certificates to officers who pass proficiency tests - said only 3570 certificates were awarded since 2010.

Acting national police chief lieutenant general Nhlanhla Mkhwanazi said it would be unfair to comment on something he had not seen or heard of.

He told the newspaper that not all police officers had undergone firearms training in compliance with the Firearms Control Act.

The report stated that one of the effects of having officers who were "not yet competent" in handling weapons was that "they are placed on operational duties with a firearm they cannot use properly".

It further found that suspended national police commissioner General Bheki Cele reinstated the contracts of 229 police trainees who failed their exams three times last year.

      We had to pass tests, have clean criminal records and good character references,and a fire-arm safe at home. I dont think most cops have any of the above.

      The sad thing is that there are police officers out there who have the drive to become fundamentally and tactically proficient with firearms. Instead of the resources being made available to them they are afforded very little opportunity to practice and are issued firearms that are unservicable and sometimes dont even have any ammunition.

    I am not even slightly surprised with this report. Anyone who has had dealings with these okes would not expect much more. I think most of them also don't know how to walk, because they are never interested in looking for anyone at a crime scene. All they can sort of do is take statements, and this they also do a shocking job of. Certainly not a police service I have any respect for or pride in. (I exclude the specialised units from this criticism)

      Agree with peter and boer, I got hijacked - hit on the back of my head 8x with the butt of the gun. Basically I was pissing blood out the back of my head and it took them 3 hours to take a statement(which they insisted on doing right there). It took me approx 40s to relate exactly what happened, what they were wearing etc...but 3 hours to write that down. Neither of the cops there decided it was necessary to let me get my head stitched first, I took my t-shirt off and stopped the bleeding myself because I couldn't do anything else...our police FARCE is most certainly incompetent

    This is very disturbing. I do NOT feel safe. Either a criminal will cause us harm, or police officers will beat us up, ask for a bribe, shoot us by accident, or not know what they're doing when we need them because they're incompetent or grossly unskilled. Why is this allowed to happen? This kind of thing will not be allowed to happen in countries like the US, Canada or the UK, so why here?

      Best estimate is between 20 and 25%. Therefore, at best, 1 in 5 cops aren't qualified to carry a weapon.

    this is nothing new. a report a few years stated that the average police officer in this country, could not HIT a man-size stationary target placed 10 meters away, with any of the bullets shot from their service pistol. maybe all these policemen need to be demoted to metermaid status. oh, and the firearms control act involves only shooting a few rounds anyway. it doesn't teach you how to shoot properly. every police officer needs to be trained to shoot at the standards of the International Defensive Pistol Association.

      Jimmy I cannot agree more.I was a cop myself and in the fortunate situation to work at one of the flying squad units.We at least got proper shooting training and practice.I would like to think that we were very near or on par with IDPA standards.They use to drill us with courses of fire under pressure,not merely shooting at stationary targets.Remember when I was at one particular training facility,half passed the tests,the other half did not.Guess what,they cried the magic word: recism! All rereived the same treatment and training.I beg to ask why?In the end they all passed.What a farce.

    I had the same experience in the SANDF. During basic shooting training, we had difficulty getting the "new" troops to close one eye and aim with the other eye. They also couldn't grasp the fact of looking "through" the sites to the target, and kept focusing at the site, and not seeing the target.During basic swimming orientation we had a lot of problems with their balance, once they entered the water. I don't know what the scientific explanation for this is, but its definitely an orientation/balance/cognitive issue.

    A policeman who carries a gun as part of their job, but fails to qualify (hopefully at least annually) should be fired (pun not intended). I find that in S. Africa government even private business seem too afraid to fire people for incompetence. A policeman who can not qualify at the firing range is in my opnion incompetent.

    If they cant pass the fire arms Proficiency test with a 100% mark, they are not FIT and Inteligent enough to be appointed S A Police member and should be DISCHARGED and find a jpb that suits there mental levels. ALL S A Police candidates MUST be Pshycometric tested to be declared as the correct character to do Police work and there MATRIC results should be above 80% pass mark. The Public`s LIVES DEPEND on this. In any CIVIL Suite against the Minister of POLICE and Government can be used against last mentioned in there civil suite and they WILL have sucses in such a SUITE.
