ANC to roll out smart system to avoid manipulation of membership records

Johannesburg – The ANC has announced that it will roll out a "smart system" - with tight security - to prevent the manipulation of party membership records.

The National General Council has supported the idea of instituting a provisional membership card so that, during the six-month probation period, waiting members could produce their provisional card when needed, said head of elections Nomvula Mokonyane during the presentation on Sunday of a report on building the organisation and elections.

When the six months are up, it should be the responsibility of the branch to contact the member so that he or she could return to the branch, take an oath and collect the full membership card, she said, adding that this should be the responsibility of regional structures rather than at national level.

Mokonyane said the responsibility of membership records should not lie only with people who are in positions because that could lead to processes being manipulated.

“We need a system that can permanently capture membership details [in such a way] that the information cannot be manipulated,” she said, adding that there would be tight security over the new system.

“There must be only a few of us in the ANC who have access to the system and be able to change the information in the system.”

Mokonyane said one of the things raised was that every member in the ANC must take responsibility as an individual for his or her conduct and that no member owed any allegiance to any other member in the ANC.

On the issue of values, Mokonyane said every member recruited into the ANC must - at every meeting of the ANC - recite the oath. This included those people who had left the ANC and those who join the party. Those on probation must be given information and they must read all the documents of the ANC.

She said branches played the most critical role in the party.

“It is the branch that must shape and influence policy in the ANC; it must influence and determine the election of a leader. As we come to elective conferences, the branch mandate becomes very important.”

Mokonyane said conferences of the ANC were conferences of the branches.

“We believe that this is a way of killing the factions because it empowers the delegates to carry the mandate and the mandate can’t disappear.”

She said branches should be at the forefront of government programmes.

In dealing with ill-discipline, she said: “There is a proposal that says we must deal with ill-discipline when it happens.

“The first port of call for members who are aggrieved should be the secretary general of that particular province; the second should be a veteran who could act as a counsellor.”

She said members should not need to take the party to court because of their dissatisfaction and this should be avoided as far as possible.
