'Arrogant' flasher sent to prison

Johannesburg - A habitual flasher from Pretoria was
sentenced to 18 months in prison after his third appearance in court for the
offence, according to a Saturday report.
The Hatfield Magistrate's Court found Timothy Mclaughlin, aged
40, guilty of public indecency on Friday, the Beeld reported.
He was arrested after exposing himself to students from the
University of Pretoria on 22 May and 6 June.
Mclaughlin was found guilty of the same offence on 23 January
and 5 June and was sentenced to correctional supervision.
On 22 May, Mclaughlin stood naked under a tree on the
university grounds masturbating while a female student jogged past, Beeld
reported.
On 6 June, he went to a hill on the grounds where he
unzipped his pants and masturbated in front of another female student.
Magistrate JC Kruger said the fact that Mclaughlin was found
guilty of public indecency on 5 June, but committed the same offence the next
day indicates arrogance, the newspaper reported.
Psychiatrist Charles Blom testified that Mclaughlin has a
chemical imbalance in his brain that causes an obsessive and compulsive need to
expose himself to women.
